Lifting the Lid on Africa’s Mineral Resources: The Role of Public Geodata Services

Although recent discoveries have drawn attention to Africa’s abundant mineral riches, their true extent is hard to say. This is because the intensity of geological research and mineral exploration undertaken in Africa lags that of most other regions of the world. The session will discuss what we know already and what initiatives are being developed to lift the lid on Africa’s minerals. In particular, we will discuss what is being done to enhance the role of the public sector as a supplier of services to all stakeholders with an interest in minerals geo-data; that includes researchers, mineral explorers and producers, regulators, policy makers and the public at large.

New Standards in Extractives Transparency: Engagement by the Private Sector

Last May, on the back of growing momentum, the global Extractive Industries Transparency Initiative (EITI) introduced its New Standard, calling for a new level of engagement by governments, the industry and civil society. In parallel, transparent governance of the mining sector is embodied in new financial legislation in home countries and compacts among the G-8 and G-20. This session will focus on how the mining industry is embracing and accommodating the changes in reporting obligations under EITI in the context of the changing landscape of extractives transparency. We will hear from the Chair of EITI, Clare Short, as well as renowned experts at the corporate level and open the debate to those needing to know how this relates to their mining operations.

16th Scramble for Africa: Resources Briefing

This workshop tackles many vexed issues – the investment climate, the winners and losers in the competition for investment capital, corporate resource acquisition strategies, rising nationalism in mining, nation state stability, and Great Power competition in the modern scramble for Africa’s resources, so revealing in around 350 unique images an Africa in global context, with insights ably articulated by a seasoned Africanist with over 40 years’ track record inside the resource industries across the continent.The Strategy Briefing sets out a political economy forensic about the shifting profile of the minerals/mining and coal-energy-oil/gas resource industry, its conditions and investment issues, as found in the economic and business worlds of multiple States. It highlights their potential, opportunities, strengths and structural dynamics – focused on cyclical performance and resources evolution, mining development, and fundamentals driving the unlocking of natural resources. Focus is on the fast-moving corporate scramble for Africa alongside competitive Great Powers (traditional partners, Brics and arrivistes), with a growing class of myriad African interests found inside the Continent’s emerging geo-economic landscapes.

Section-1 examines Africa’s shifting political economy, emerging markets and economic growth, the shape and evolution of its widespread resource base industries, mineral/energy landscapes and potential, and the varied and cyclical conditions found across sub-Saharan Africa’s complex and competitive states, with focus on the critical investment issues shaping capital flows and corporate commitments.

Section-2 evaluates the leading corporate players in resources/mineral development, and key strategies for survival and success, the investment drivers shaping portfolio, and the resource outlook for Africa in global context, amidst competitive Great Power interests involved in the modern scramble for Africa’s extractive industries in the 21st Century.

This in-depth, no-holds-barred set of analytic insights reveals the fundamental resource conditions and dynamic political economy of Africa, its evolutionary and emerging pathways, with shifting realpolitik – all elements of which shape the existing opportunities and potential for natural resource exploration and development across 49 countries.

The discovery made by Platinum Group Metals Ltd. that the continuation of the Bushveld beneath the Waterberg sedimentary cover rock is an entire distinct lobe with distinct mineralized zones was made in late 2011. Mineralization grades and basket metal values are comparable to producing mines along the known Bushveld.

    Saving time & money through pro-active management of health, safety, community and environmental risks

    ERM research into mining projects showed that 46% missed their delivery date commitments between 2008 and 2013. The majority of these projects were delayed because of community opposition, environmental concerns, difficulty in obtaining permits and unfavourable commodity prices. The delays had far reaching consequences including budget overruns, loss of trust from stakeholders and negative shareholder sentiment. These issues also impact operational mines – one mining major recently disclosed that only 11% of their operations were meeting budgets.

    As the sector completes project reviews and develops plans as to which projects will get the go-ahead in the coming years, against the backdrop of:
    • limited development funds;
    • a high focus on operational efficiencies; and
    • external factors such as NGOs and communities who are partnering to stop projects
    more effectively than before,
    it is vital that they do so with practical and effective ways to manage health, safety, community and environmental risk to avoid these issues derailing scope, schedule and budget.

    The ERM workshop brings together industry, financial and ERM points of view, in an interactive 2 hour workshop, to discuss practical solutions to these issues.

    Capital projects – Getting the best bang for your buck: It is our experience that because engineering design teams often have different incentives to those of the companies/shareholders they are working for, most projects we encounter are based on sound engineering (ultimately, they will work), but there is often a disconnect between the design decisions in the project and the economic consequences of those decisions.     Panel: Mining and communities: moving from conflict to resolution

    Evidence from preliminary analysis by ICMM suggests that conflicts between companies and communities may be on the increase. This not only undermines project stability, but also has the potential to limit companies’ contributions to social and economic development. In addition, there can be significant costs associated with conflicts between companies and communities, most obviously in terms of business disruption and the costs of staff time devoted to addressing conflicts. This panel will bring together organizations with experience of dealing with conflict to discuss how company-community conflicts arise, the challenges associated with such conflicts and practical steps that various parties can take to help prevent conflict arising or to mitigate adverse impacts.
