Threat and Disaster Crisis Management

A constituent bursts into City Hall and starts shooting. Did you see this coming? Did you recognize the warning behaviors? Did you tell anyone about your concerns? An angry ex-employee walks into the lobby of his former workplace and yells at the frightened receptionist, “You tell the Mayor he’s a dead man.” Is this a real threat? A member of the public stares directly at a municipal staff member and with alarming serenity says, “If you shut off my utilities, I’ll kill you.” What should you do? These incidents range from the extreme of an attack to vague statements, each of which can bring intense fear to the workplace.

Every day we hear about a community in crisis due to man-made or natural disasters. Frequently local leaders turn to the clerk for guidance because of their unique role as the direct link between community and government as first line service providers. How prepared are you if a disaster strikes? Do you know your role? What is your professional and personal plan? Is your community equipped to meet the needs of your constituents and provide services in extreme conditions?

In this course you will:

  • Develop personal and professional action plans that include administrative responsibilities, community preparation and control of sensitive documents.
  • Become familiarized with the causes and preventions of certain mental illnesses and the practical application of appropriate techniques and communication skills to help develop a secure and safe environment.
  • Increase your awareness of potential threats and threating situations to help you identify, respond and assist in the de-escalation of a threat and/or the possible prevention of a future attack.
  • Explore the motivation of certain individuals who create personal stresses and difficult situations in the workplace and assist you in how to create a healthier work environment.
