Session 2 – The evolving security role of Customs

Session 3 – Passenger Controls: Effective Risk Assessment of Travelers

Customs has the opportunity to contribute to the international community’s response to international terrorism, through pre-arrival risk assessment of travelers using API and PNR data to identify foreign terrorist fighters (FTFs) and other persons of security interest.  We will also discuss the challenges and collaboration required to build an effective API PNR system.

Session 4 - The Movement of Small Arms and Light Weapons

Small arms and Light Weapons disproportionately kill more people in conflicts than any other type of weapon, and their presences in conflict zones prolongs and intensifies conflicts, whilst preventing economic development. We will explore how SALW are proliferated and what the Customs response should be.

Session 5 – Breaking the Chain: Detecting IED Components and Precursors

The manufacture of Improvised Explosive Devices (IEDs) is dependent on the availability of precursor chemicals and components in the local markets. We will explore these supply chains and examine how Customs can break or inhibit them.

Session 6 – The Customs Paradigm in Combatting Weapons of Mass Destruction

United Nations Security Council Resolution 1540, obligates states and their Customs services to control the trade in WMD and dual use goods. We explore resources that are available to Customs and examine how WCO members have approached this challenge.
