Rules of Origin

The course is focused on recent trends in Rules of Origin and preferential trade arrangements.  It will introduce the general aspects of Rules of Origin, including their economic implications and key concepts (e.g. origin criteria, cumulation, territorial requirements, certification, and verification). The exercises on Rules of Origin will give you an opportunity to practice your skills.

Private sector participants will receive a login to access the free e-learning module “Introduction on Rules of Origin” at the latest 10 days before the course starts. WCO Members can access the same material on the CLIKC! platform.

Session I: Introduction and general aspects of Rules of Origin

·        Introduction to Rules of Origin and their economic implications

·        Ongoing issues discussed at a global level, including the WTO Ministerial Decision for LDCs and the African Continental Free Trade Area (AfCFTA)

Session II: Key concepts of Rules of Origin

Key concepts of Rules of Origin (e.g. origin criteria, cumulation, territorial requirements, certification, verification)

Session III: WCO activities on Rules of Origin

14:00 – 15:00

·        Overview  of WCO activities on Rules of Origin

·        Revenue Package origin tools, incl. new Guide related to preferential rules of origin for LDCs

Session IV: Exercise on Rules of Origin

15:00 – 15:30

·        Participants own “cases” (provided to the organizers in advance, anonymously if need be).  Two or three cases will be discussed and proposals for solutions provided within the group, facilitated by the WCO.

Session IV (continuation): Exercise on Rules of Origin
