Joe Bapiste
Senior Advisory Consultant
Ernst & Young’s (EY) Government Public Sector (GPS) Practice

Mr. Joe Baptiste is a Senior Advisory Consultant at Ernst & Young’s (EY) Government Public Sector (GPS) Practice. He is a Certified Public Accountant in Virginia, Certified Defense Financial Manager (CDFM) and Old Dominion University Accounting Alumni. During his extensive consulting and public accounting career, Joe spent four years supporting a Navy Audit Readiness engagement and the Navy’s Office of Financial Operations – East Region Audit Response Center during years 1 and 2 of their SBA audit. He also spent several years in Public Accounting and in Industry prior to moving into Government Financial Management.

 

Mr. Baptiste currently supports the United States Coast Guard (USCG) Finance Center (FINCEN) in Chesapeake, Virginia. At FINCEN, he leads a portion of the Concept of Operations (CONOPS) transformation supporting the Accounts Payable activities. He is also leading a new finance process transformation effort that supports FINCEN to become a more efficient Shared Services Center through Robotic Process Automation (RPA). During his career at EY, Joe has been intimately involved with expanding the awareness of RPA capabilities and benefits throughout the federal government and EY’s GPS practice. He is one of the EY Americas lead RPA facilitators and has trained over 200 internal resources and 20 client resources. He also supports the firms Business Development and internal planning for RPA for our clients and Sector. With his vast experience and understanding of both government and public accounting standards, policies and procedures, Joe was quickly fascinated by the game-changing technology that will impact the future of accounting.

 

 
Rick Fowler
Huntington Ingalls Industries
Rick Fowler is an Internal Auditor and since 2006 has been part of Huntington Ingalls Industries. Prior to this, he spent a decade with internal audit groups in various industries such as banking, retail and state government. And prior to becoming an auditor, Rick spent a decade as a nuclear engineer, DBA and computer programmer. His primary efforts are in evaluating automated controls, reviewing the efficiencies of production operations, and data analytics. He is certified in audit (CIA, CISA), fraud (CFE) and risk management (CRMA).

Michael is a Partner and has more than twenty –eight years of experience in Information Technology Internal Audit, Cybersecurity, Privacy, IT Governance Risk and Compliance and national/international regulatory requirements in the Information Technology space. Michael is responsible for PwC’s US Internal Technology Audit Services practice for Financial Services companies and has led projects or worked in all financial services sectors. He has a strong international background having lived and worked in Europe and led teams in EMEA and APAC. His comprehensive financial services background allows him to provide insights on all aspects of information technology strategy, risk, and control; and to provide invaluable assistance in dealing with regulators and their expectations and requirements. Michael’s primary area of focus is designing strategies for deploying technology audit in large financial services organizations and transaction processors. He has an unmatched background of public and private industry experience which enables him to construct approaches to managing information technology risk that maximize the risk management capabilities of any size Internal Audit organization. Additionally, Michael leads the Blockchain Assurance practice in the US. In that capacity, he helps clients deal with the complexities of audit and assurance in Blockchain infrastructures. Prior to joining PwC, Michael was the Global Director of Technology Audit for the Bank of New York Mellon. Larry Trantham
Huntington Ingalls Industries
Larry Trantham is a Newport News Shipbuilding Apprentice Graduate and a 40 Year Master Shipbuilder, with experience in structure inspection/testing, production supervision, labor resource management and productivity improvement processes. Larry has been a nuclear instructor and training course developer for the past 15 years, specializing in problem investigation and causal analysis. He also a certified Radiological Accident Response leader for the Naval Nuclear Program.
