Plenary - “The 25” The Firefighter Cancer Prevention Checklist Fire Departments have finally begun to recognize the need for cancer prevention, but sometimes aren’t sure where to start. “The 25” checklist was created with the intent of assisting in evaluating their current practices compared to the best practices available on reducing the risk of their members receiving an occupational firefighter cancer diagnosis. Each attendee will gain an understanding of the specific steps that can be taken to reduce the risk of firefighters being diagnosed with occupational cancer. The steps have been consolidated into a preventive checklist consisting of 25 points. This presentation will help determine where each department currently stands with their firefighter cancer preventive initiatives. Hydrogen Fuel Cells, Emerging Technology & Infrastructure Hydrogen fuel cells are increasingly present in society. Industrial applications often require supporting infrastructure that must approved by the local Authority Having Jurisdiction AHJ for compliance to fire and building codes. The automotive industry is well established in other world markets especially California. Public automotive refueling stations are coming to Canada. Local AHJ's will quickly discover there is very little discussion in their Provincial or National Fire Code. I will discuss codes available for reference and resources to assist plans examiners and Fire Inspectors when approving a new installation. I will showcase response guides and technical briefs available to fire crews planning incident response to a fixed or mobile fuel cell. A Building Fire Risk Prediction Validation Project and Implementing a Risk Based Inspection System In April 2018, the Fire Underwriter’s Survey (operated by Opta Information Intelligence) partnered with Vancouver Fire Rescue Service (VFRS) and New Westminster Fire Rescue Service (NWFRS) to test building fire risk prediction and risk assessment methods. The models performed well with approximately 70% of fires accurately identified (with a false positive rate of 25%) for the 2017 period. Similar to other building fire risk prediction models used by the New York City Fire Department (FDNY), Atlanta Fire Rescue Department (AFRD), and Pittsburgh Bureau of Fire (PBF); these models can be used to prioritize fire prevention inspections. The projects provide a solution to a risk-based inspection program. Two 30 min Sessions 3:00 pm - 3:30 pm - Operational Challenges - Gatineau Fire Service Faces an F-3 Tornado The province of Quebec’s fourth largest city (Gatineau) faces an EF3 Tornado with winds of 265 km/h. 332 buildings were affected by the tornado, while lightning struck a high school and set the roof on fire to become a multiple alarm fire. What were the operational challenges and lessons learned ?
Presenter: Stéphane Denis, Gatineau Fire Service 3:30 pm - 4:00 pm - National Defence Fire Service - Carcinogen Exposure Reduction Program The National Defence Fire Service (NDFS) Carcinogen Exposure Reduction Program was developed to ensure firefighters are aware of the associated dangers/risks of exposures to carcinogens and it’s link to developing certain types of cancers, as well as, identify specific prevention, protection and recording mechanisms that can be implemented in the day-to-day processes of the NDFS to help mitigate these risks. Cancer is a potential threat to all firefighters; implementing safeguards in the work place environment can reduce these threats. “Comparing Apples with Apples” – The Need for Standardized and Meaningful Performance Indicators for the Fire Service Municipalities are under constant pressure to control expenditures in order to minimize or avoid tax increases. Many fire departments face significant challenges to simply retain the resources that are needed to maintain existing service levels. Fire chiefs are expected to provide data-driven evidence of efficiency and performance in relation to established standards and in comparison, with similar cities. One of the biggest obstacles to effective benchmarking is the lack of a national standard for fire service performance indicators. We must develop and clearly define standardized and meaningful performance indicators in order to measure effectiveness and efficiency in relation to our mission. Strength Over Stigma: Building Resilient Responders and Creating a New Approach to Firefighter Mental Health First responders are no strangers to working under difficult and stressful conditions. Many Fire Departments are taking an aggressive approach to supporting mental health programming in the workplace. However, even with a robust system of prevention, crisis response, treatment and training, firefighters continue to be impacted or lost due to mental health issues. The Calgary Fire Department is piloting a new, strengths-based approach to mental health through a positive psychology model by assessing a member's resiliency and using current research and best-practices to build up what makes a member strong. The goal of this pilot is to work with firefighters to strengthen their mental resiliency skills and provide coaching and access to resources so that they can maintain their mental well-being throughout their careers and beyond. “Project All In - Helping Start the Hard Conversation About Suicide (11:00 am - 11:45 am) With Chad bringing the idea to Gregg and another fellow firefighter on the water in the Bow while paddle boarding in November 2018, there was no looking back. Psychological Health and Safety in the Fire Service - A Work in Progress Historically the fire service has dealt with the mental health of its members reactively or not at all. In recent years, however, we have seen a growing understanding of the cumulative effects of work-related trauma and the interaction of workplace culture and psychological well-being. As a result, the fire service has begun to recognize the need for an overall mental health strategy to support and protect the well-being of its members from their first day as recruits throughout their fire career and into a healthy retirement. This presentation will guide the audience through the Calgary Fire Department’s development of a strategy to create a psychologically healthy and safe environment for its members. Coping with Substance Use Difficulties in the Context of Operational Stress Injuries Almost half of those with PTSD may also have a substance use disorder. While there has been progress in talking about occupational trauma and PTSD, there remains significant stigma associated with addiction despite many individuals with operational stress injuries also struggling with substance use difficulties. Making the Case for Supporting Volunteer Firefighter Mental Health through their own Words Volunteer firefighters make up almost 85% of the fire service in Canada, yet when it comes to mental health supports they are often critically under resourced. The presentation will be based on the findings of PhD work done in Prince Edward Island by a volunteer firefighter and mental health professional.
