Paul Cheliak
VP, Public & Regulatory Affairs
CGA

Paul Cheliak is the Vice President of Public and Regulatory Affairs with the Canadian Gas Association in Ottawa, Ontario, Canada. The CGA is the national voice for Canada’s natural gas distribution companies who deliver natural gas to over 20 million Canadians. Paul leads CGA’s federal departmental and political strategy to build support for sustainable natural gas use. Paul also works with utilities to advance their regulated business growth opportunities. Prior to joining CGA, Paul worked with Natural Resources Canada – Canada’s federal resource department – providing natural gas market and policy advice to the Department’s senior management. Paul lives in Ottawa with his wife and two daughters and is an avid (but not necessarily successful) fisherman.

 
Kelly R. Derksen
Kelly Derksen Consulting

Kelly has been involved in Utility Regulation and Ratemaking for nearly 25 years at Manitoba Hydro and Centra Gas. She has appeared as a witness before the Manitoba Public Utilities Board and has presented at conferences, courses, and to stakeholders on many occasions. Prior to her most current role as Manager, Cost of Service, Kelly was Manager, Gas Rates and Regulatory Affairs responsible for managing the regulatory process and the liaison between the Corporation and the MPUB. In her recent role, Kelly was responsible to lead and develop the Corporation’s Cost of Service Studies (by Class) for both Electric and Natural Gas operations, rate policy and rates, as well as related regulatory strategy. She spent the last several years heavily focused on the review and development of Cost of Service methodology related to Manitoba Hydro’s electric operations, the public review of which occurred in 2016 culminating in the issuance of an Order of the Provincial Regulator in December 2016, and lead and developed the Corporation's current electric Cost of Service Study, and Zone of Reasonableness evidence currently before the MPUB. She holds a Bachelor of Science Degree in Chemistry and Mathematics and is a Chartered Professional Accountant (Certified Management Accountant). In her spare time, she enjoys spending time with her family, especially her young daughter who aspires to be a veterinarian, dentist or “you-tuber”.

 
Anthony Ho
FortisBC

Anthony Ho is a Cost of Service Manager in the Regulatory Affairs group at FortisBC Energy Inc. In Anthony’s current role, he supports the financial analysis for the Company’s applications for revenue requirements, annual reviews, Certificates of Public Convenience and Necessity (CPCNs), and cost of service studies as well as other matters before the British Columbia Utilities Commission. Anthony has six years in the natural gas industry with FortisBC Energy Inc. in both conservation programs and regulatory roles. Prior to his career with FortisBC Energy Inc., Anthony spent five years in Toronto, Ontario working as a consultant in the field of energy efficiency and a year in Switzerland for a natural gas turbine company. Anthony is a Professional Engineer and a member of both Engineers & Geoscientists British Columbia and Professional Engineers Ontario. Anthony holds a Master of Applied Science Degree in Mechanical Engineer from University of Toronto. In his spare time, he loves to eat and enjoys travelling with his family and young son.

 
Anton Kacicnik
Manager, Rates
Enbridge Gas Inc.

Anton Kacicnik is Manager, Rates (EGD) at Enbridge Gas Inc., Toronto, Ontario.

Anton’s career in the natural gas industry spans more than 24 years. He has seven years of experience in natural gas distribution from system construction and operation, corrosion prevention, and pipeline integrity to technology development and gas utilization applications. He has expertise in program development and economic (benefit-cost) analysis.

Anton has acquired 17 years of industry experience in regulatory processes, stakeholder relations, cost allocation and rate design, in the Regulatory Affairs department at EGD.

He has presented various gas distribution topics at major industry conferences and has published articles in leading industry publications.

Anton is a professional engineer and a member of the Professional Engineers of Ontario.

In his spare time, he enjoys travel, nature, wildlife, skiing, and golf.

 
Scott Pollock
Borden Ladner Gervais LLP

Scott Pollock is an associate in the Ottawa office of Borden Ladner Gervais LLP. Scott has a broad commercial litigation practice that encompasses bankruptcy and insolvency issues, breaches of contract, and shareholder disputes.

Scott also has significant experience with regulatory disputes in the energy sector. Scott regularly appears before the Ontario Energy Board in regulatory proceedings, including rate-setting applications, amalgamations, as well as motions to review and vary.

Scott completed his articles at a prominent international law firm in 2015-2016, and was hired as an associate at Borden Ladner Gervais LLP in 2016.
