Biographies

Alan Arneill
Vice President, Canadian Origination for Repsol Energy Canada. In this role Alan is responsible for Repsol’s natural gas origination activities across Canada, including transportation and storage optimization as well as wholesale physical and structured gas transactions. Prior to joining Repsol in 2011, Alan held various positions relating to the natural gas and electric power marketing activities at Shell Energy North America. Alan currently resides in Guelph with his wife Jennifer and their two children, Alexander and Jessica.
 
Dr. Christopher Bataille
Dr. Chris Bataille is from Vancouver, Canada and has been involved in energy and climate policy analysis for 20 years as a researcher, energy systems and economic modeller, writer, project manager, private consultant and executive. Chris is currently an Associate Researcher at the Institute for Sustainable Development and International Relations (IDDRI) in Paris, was lead editor of a special issue of Climate Policy on the Deep Decarbonization Pathways Project (DDPP), helped manage the DDPP and was a co-lead of the Canadian chapter of the DDPP, including numerous follow-up policy reports. He is also an Adjunct Professor at Simon Fraser University.
 
Don Bell
As TransCanada’s director, Mainline East for Canadian Pipelines, Don Bell is responsible for the Toronto office, including eastern customer interface, relationships, contracts and negotiations for the Canadian Mainline. Prior to his current role, he was Director, LNG, Gas Development where he was responsible for negotiating commercial terms and agreements underpinning the business fundamentals of TransCanada’s proposed LNG projects and for providing commercial advice to the LNG project teams. Mr. Bell has 37 years of diverse leadership, commercial and technical experience in the pipeline, natural gas and LNG industry. Don’s experience in customer relations and sales andmarketing is instrumental in developing relationships in our Eastern Canadian market. In addition to his customer experience, Don has many years of technical operations, planning and international experience. At TransCanada, he has held key leadership roles in the areas of business development, customer service, system operations, and information systems. Previous roles include: gas development, customer relations, sales and marketing, information systems, gas control, gas measurement, gas supply, gas accounting, field maintenance, operational and system planning, and contracting. Don also has six years of international experience working in the joint venture company Transportadora de Gas del Norte (TGN) while living in Argentina.
 
Frank Brock
Frank Brock has more than 20 years of experience in energy economics and modeling. His areas of expertise include the analysis and modeling of midstream infrastructure, end-use demand, natural gas use for electric power generation, and renewable energy and energy efficiency technologies. He has led studies for ICF’s private sector clients, including gas and oil pipeline operators, gas and electric utilities, and energy marketing affiliates. These studies have been used to support facilities planning, contracts management, mergers and acquisitions, investment decisions, risk management, and hedge strategies.
 
Dave Charleson
Dave Charleson is currently the Vice President Energy Supply & Customer Care at Enbridge Gas Distribution Inc., the largest natural gas distribution company in Canada, with a customer base of over 2.2 million. In his current role Dave’s primary responsibilities are for leading the Energy Supply, Gas Storage, Customer Care and Business Process and Performance functions within the utility. He has been with Enbridge for 29 years and has held a variety of roles in the Gas Supply, Operations, IT, Human Resources and Finance areas, and also served as the General Manager, Enbridge Gas New Brunswick for five years. Dave holds an Honours Bachelor of Math degree from the University of Waterloo.
 
Paul Cheliak
Paul Cheliak is the Vice President, Government and Regulatory Affairs with the Canadian Gas Association in Ottawa, Ontario. The CGA is the national voice for Canada’s natural gas distribution companies who deliver natural gas to over 20 million Canadians in all sectors of the economy. Prior to joining CGA, Paul worked with Natural Resources Canada – Canada’s federal resource department – providing natural gas market and policy advice to the Department’s senior management. Paul lives in Ottawa with his wife and two daughters and is an avid cook and fisherman (with marginal success in the latter).
 
John Creighton
John Creighton is currently Director, Business Development for GreenField Specialty Alcohols. John joined GreenField in 2006 after a 32 years with Imperial Oil which included roles in pipeline operations pipeline development, refinery maintenance, product distribution optimization, product supply trading and strategic planning for Imperial’s downstream operations. For GreenField John developed GreenField’s new ethanol plant at Johnstown, export sales, the product distribution system, rail strategies, and developed a compressed natural gas supply system for Green Field’s Tiverton plant including steam sales to Bruce Power using the new CNG supply. John’s current responsibilities include natural gas supply, compressed natural gas operations, and Cap and Trade development and implementation plans. In his role as Director, Business Development John manages a wide variety of strategic initiatives including anaerobic digestion, dual fuel tractors, NGV cardlock, bio diesel equivalents and development of the South Bruce rural pipeline expansion. John holds a degree in Mechanical engineering from the University of Waterloo.
 
Phil Fontaine
Phil Fontaine is a Special Advisor of the Royal Bank of Canada. Mr. Fontaine served as National Chief of the Assembly of First Nations for an unprecedented three terms. He is a Member of Order of Manitoba and has received a National Aboriginal Achievement Award, the Equitas Human Rights Education Award, the Distinguished Leadership Award from the University of Ottawa, the Queen’s Diamond Jubilee, and most recently was appointed to the Order of Canada. Mr. Fontaine also holds sixteen Honorary Doctorates from Canada and the United States.
 
Ian Mondrow
Ian Mondrow is a Partner, in Gowling WLG’s Toronto office, practising in the area of energy regulation and policy. Since being called to the Ontario Legal Bar in 1991, Ian has represented electricity generators, transmitters, distributors, energy retailers, energy services providers, electrical contractors, and natural gas and electricity consumers before the Ontario Energy Board, the Canadian National Energy Board and other Canadian regulatory forums. Ian advises on natural gas and electricity energy policy, regulatory policy, regulatory processes, rates and tariffs, and compliance and licensing. Prior to joining Gowling WLG, Ian practised at a prominent national firm, served as special advisor to the chair of the Ontario Energy Board, and was vice-president, government and regulatory affairs with a major integrated energy retail and solutions company.
 
Jennifer Passalent
Jennifer Passalent is the Regional Purchasing Manager of Industrial Products for ArcelorMittal, and leads a team that is responsible for sourcing consumable materials such as lubricants, lime, reagents and packaging used at ArcelorMittal steel plants in the USA and Canada. Since 2012 she has also been responsible for the purchase of Natural Gas at ArcelorMittal’s largest site in Canada – Dofasco. Ms. Passalent is a graduate of McMaster University with Honours Bachelor of Commerce and Master of Business Administration degrees.
 
François Perras
In cooperation with operations and services, François Perras devotes his time to defining and implementing our business strategies to increase profitability, improve operating efficiency, and expand our market share. He also has the Continuous Improvement and Strategic Business Value Planning team under his responsibility. This group, created in 2014, aims to accelerate best practice identification in operations and to manage them in a structured way. Mr. Perras joined the company as a Metallurgist in 2000, then became a technical advisor at the cold mill, becoming Senior Coordinator in 2004. He managed the hot mill from 2006 until the facility closed in 2008. Mr. Perras subsequently held several strategic positions and spent some time in a professional development program at the Company’s global head office in Luxembourg where he worked closely with the management committee. In 2012, he returned to Canada and was appointed Director, Recycling and Raw Materials, then added the Purchasing portfolio in 2015. He was named at his new position in November 2016. François Perras obtained a Bachelor of Metallurgical Engineering from Université Laval and Michigan Technological University (MTU) and earned a Master of Business Administration (MBA) from the Université de Sherbrooke.
 
Shahrzad Rahbar
Shahrzad Rahbar is the President of the Industrial Gas Users Association. Dr Rahbar obtained her PhD in mechanical engineering from the UK and owns two patents in her name. She has extensive gas industry experience. Prior to joining IGUA, Dr Rahbar served as Senior Vice-President with the Canadian Gas Association during which time she actively contributed to the development of energy, technology and regulatory policy in Canada. Shahrzad served on the Executive Committee of the International Gas Union, on the Board of the Natural Gas Technology Centre, and as Vice-Chair and founding director of QUEST. She is also a graduate of the Director’s Education Program from the Institute of Corporate Directors taken at the Rotman’s School of Management, University of Toronto.
 
Dave Rhéaume
Mr Rhéaume has been the Director, Regulatory Affairs and Tariff, since December 2013. He is responsible for the regulation issues analysis and for representing Gaz Métro before the Régie de l'énergie, the National Energy Board and the Ontario Energy Board. He ensures coherence between the company's strategies and the various claims filed with these regulators. In addition to his current responsibilities as Director, Regulatory Affairs and Tariff, Mr Rhéaume has been entrusted, in February 2017, with the responsibility of the sales and the business development of CCUM. CCUM owns and operates a 3-km wide network and provides energy for heating and air-conditioning of a 1.8 million square meters of commercial surface in the downtown area of Montreal. Mr Rhéaume serves on the board of directors of Gazoduc Trans Quebec & Maritimes and Portland Natural Gas Transmission System. He has been with Gaz Métro since 2009, and formerly worked as an economist in the health and royalty sectors. He obtained a Master Degree in Economics from the Laval University in 2005.
 
Duncan Rotherham
Duncan Rotherham is a Vice President and Managing Director of ICF International’s Canadian operations. Mr. Rotherham has spent his 20 year career working across a wide range of industry, utilities, and public sector organizations in the planning, design and implementation of energy and environmental strategy, policy, regulation and management systems. Duncan Rotherham leads ICF’s Energy and Carbon Markets Practice, providing a wide range of services to the North American and international oil and gas, electricity/gas utility, aluminum and metals, forest products, manufacturing, and chemical sectors. In addition he has supported carbon / energy / environmental policy design and impact analysis for the governments of Canada, British Columbia, Alberta, Saskatchewan, Ontario, Quebec, Nova Scotia, Newfoundland and Labrador, the US EPA and the European Union. Recognized as a leading expert in Carbon markets he has led recent assessments of climate related policy and regulation at the Federal and Provincial level for large final emitters, industry associations and Provincial governments.
 
Guy Sarault, LLP
Guy Sarault joined Bissonnette Fortin Giroux in August 2012 after practicing law for 23 years at Heenan Blaikie. Me Sarault had joined Heenan Blaikie in 1989 after working two years as executive assistant to the Right Honourable John N. Turner when he was leader of the federal opposition in Ottawa. Previously, he had practiced law at Stikeman Elliott for the first 6 years of his career. Mr. Sarault focuses his practice on construction law, both as a litigator and a transactions expert. He regularly represents owners, contractors and professionals in the construction industry in cases involving contracts and professional liability. He also negotiates and drafts complex construction agreements. Mr. Sarault has written several articles on construction law and has been invited to speak at many conferences dealing with this topic. He also taught construction law at the Université de Montréal for many years. Mr. Sarault is also a certified arbitrator and mediator of the Bar of Quebec, the Canadian Commercial Arbitration Centre (CCAC) as well as of the Institut de Médiation et d’Arbitrage du Québec (IMAQ). For the past several years, Mr. Sarault has dedicated a signifiacant part of his practice to alternative dispute resolution methods such as negotiation, mediation, and arbitration. Another aspect of his practice relates to regulatory matters concerning monopolies in the energy sector, particularly in the natural gas and electricity industries. Mr. Sarault regularly defends the interests of major industrial consumers before the Régie de l’énergie du Québec (formerly the Régie du gaz naturel) and the National Energy Board. Mr. Sarault is consistently recommended by his peers according to the annual survey conducted by Lexpert, and is recognized as one of Canada’s leading lawyers in the areas of construction law and energy regulatory law in recent editions of The Best Lawyers in Canada (Woodward/White). Mr. Sarault is past chair of the Construction Law Section of the Canadian Bar Association - Quebec branch (2005-2007), and currently sits on its Executive Committee. Recognized for his knowledge and professionalism, he was made Fellow of the Canadian College of Construction Lawyers in 2004.
 
Yves Séguin
Yves Séguin is the Corporate Director – Energy of Domtar Corporation in Montreal, Quebec. In this role, he is responsible of the procurement of the energy needs for Domtar’s Pulp & Paper facilities. Prior to joining Domtar in 2002, Yves gained broad experience in consulting engineering and in turn key energy savings projects. He serves on IGUA’s board of directors since 2007 and as Chairman of the board since 2016. Yves graduated from École Polytechnique of Montreal in Mechanical Engineering.
 
Sarah Van Der Paelt
Sarah Van Der Paelt is the director of Distribution Business Development and Strategic Accounts for Union Gas Limited, Enbridge’s Ontario-based natural gas storage, transmission and distribution company. Sarah and her team of sales and business development managers are responsible for growing natural gas throughput in the Ontario industrial and power markets. Most recently her efforts have been focused on understanding the opportunities and challenges presented in a cap-and-trade environment, including developing the renewable natural gas (RNG) business and introducing compressed natural gas into the transportation sector. Sarah has been working for Union Gas for 25 years in a variety of roles including manager of Product Development, Director of Accounting Services, Director of Energy Conservation and Director of Commercial/Industrial Sales and Marketing. She has a Bachelor of Commerce and an MBA from the University of Windsor, and holds the CPA designation.
 
John Voss
John Voss is the President of Aegent Energy Advisors Inc., which he founded in 2001. Aegent is a consulting firm providing independent advice and support services to more than 80 large volume users of natural gas and electricity. Aegent serves a variety of large industrial, commercial and institutional gas buyers, district energy systems and power generators, helping them to reduce the costs, manage the risks, and resolve the complexities of their energy procurement. During 35 years in the energy sector in Toronto and Calgary, John has worked in engineering, strategic planning, storage marketing, commodity procurement and risk management. John holds a Bachelor of Applied Science degree in chemical engineering from the University of Toronto and an M.B.A. from the Schulich School of Business. He is a Professional Engineer in Ontario and holds a Chartered Director designation.
