Plenary session 1: Reshaping policies for technology-advanced trade

Technology-enabled trade, such as E-Commerce, is already reshaping Customs and government policies and procedures. Devices such as drones and 3D printers are showing signs of potentially impacting the operation of Customs and other border agencies. What are the expected implications? On the other hand, how can governments reap the benefits of technologies such as blockchain, artificial intelligence and cloud computing towards boosting cross-border trade? Have strategies for digital transformation been adjusted to the accelerated pace of change?

Stream A: Paving the way for blockchain technology - a step-by-step approach

According to the WTO World Trade Report 2018, blockchain is one of the four technologies that has the potential to profoundly transform the way we trade, who trades and what is traded. Amongst other stakeholders, Customs administrations are involved in a number of pilots and proof of concepts for the use of this technology. A panel will explore some key considerations and steps to be taken when using a blockchain as a business enabler.

Stream B: Exploiting cutting-edge technologies to secure and facilitate trade

Robotics, drones and other advanced technology solutions are progressively used to secure and facilitate the cross-border flows of goods, people and means of transport. Are Customs and other border agencies utilizing the full potential of these technologies?

A tendency towards greener, safer climate solutions with lower CO2 emissions shows a steady trend, supported by actions towards implementing the UN Sustainable Development Goals. This session will explore to what extent Customs and other border agencies can leverage information collected through smart devices to support carriers and logistics companies to move goods swiftly and in a more environmentally-friendly manner across borders.

Stream C: Cutting red tape with connected devices - leveraging the Internet of Things

Suppliers and consumers are digitally connecting in real time. Multinationals are using IoT technologies and collecting information about goods in real time, from origin to destination. The question is how Customs and other border agencies can benefit from this information, and based on integrated supply chain management principles, ensure that trade facilitation and security requirements in the movements across borders are met.

Stream D: Exploring the potential of machine learning, the benefits of centralized NII image interpretation and the human competencies to unleash the full potential of technology

Customs administrations worldwide aim at deploying solutions that save time and resources and assist them in performing their functions effectively. Are Customs fully aware of the potential of machine learning? In what setting would centralized NII image interpretation work best? And does Customs staff possess the knowledge and skills to reap real benefits from the latest technological solutions?

Large airports are increasingly introducing innovation and technology that is changing the way we work, move, purchase goods etc. Are Customs and border agencies keeping up with these changes and making full use of API/PNR, biometrics, robotics and other technological and other developments that can speed up the movement of passengers?

Plenary session 4: Innovative solutions for safer and more sustainable trade

Millions of specimens from all species of fauna and flora are exploited for a profit estimated at $91- 258 billion USD per year. Many of these are illegally exported. On the other hand, trafficking of cultural objects has gained the attention of senior policy makers and law enforcement officers around the world, particularly due to its links with money laundering and terrorist financing. Similarly, the high volumes and increasingly sophisticated nature of trade in counterfeit and pirated goods pose serious concerns. The enforcement community is increasingly turning towards technologies to support the combatting of these types of illegal trade. Is there a sufficient level of awareness of the latest available technological solutions and of the benefits they offer?
