Deputy Chief Information Officer for Information Enterprise

Mr. David Cotton is a member of the Senior Executive Service and serves as the Deputy Chief Information Officer for Information Enterprise, responsible for integrating DoD policy and guidance to create information advantages for Department personnel, organizations, and DoD mission partners. In this role, Mr. Cotton’s focus is to provide the leadership, strategy, and guidance to adopt a Joint Information Enterprise (JIE) based on a single, secure, reliable DoD-wide IT architecture, and key enabling enterprise capabilities. 
Mr. Cotton served in the US Air Force for 29 years with successful senior management experience in Defense cyber, telecommunications, and information technology. In his final military assignment he served as the Air Force Chief Information Officer’s Director of Cyberspace Operations, the Air Force IT Efficiencies Strategist collaborating with the Department of Defense CIO leadership on the precursor to the Joint Information Environment, the Air Force Senior Information Assurance Officer, and the Functional Manager for the Air Force’s 44,000-person Cyberspace Operations & Communications Career Field. Four times he served as the CIO and Director of Command, Control, Communications, & Computers for a military headquarters: U.S. European Command in Stuttgart, Germany; U.S. Joint Forces Command in Norfolk, Virginia; U.S. Air Force Special Operations Command at Hurlburt Field, Florida; and Joint Task Force – Southwest Asia. 
Immediately after retiring as a Brigadier General from the US Air Force in 2011, Mr. Cotton was appointed a Vice President at TASC, Inc., in Chantilly, Virginia, and lead for their Cyber Center of Excellence. He holds a Bachelor of Science in computer science from Iowa State University, Ames, Iowa; a Master of Arts in computer data and personnel management from Webster University, St Louis, Missouri; and a Master of Arts in strategic studies from the U.S. Air Force Air War College, Maxwell Air Force Base, Alabama. He is also a graduate of the Canadian Forces Command and Staff College, Toronto, Ontario; and has completed executive development courses at the US Federal Executive Institute, Charlottesville, Virginia; The Center for Creative Leadership, Greensboro, North Carolina; and The University of Virginia Darden School of Business Executive Education program, Charlottesville, Virginia.
 
BGen Dennis Crall
Director C4/Chief Information Officer
U.S. Marine Corps

Brigadier General Crall assumed the duties of Director – Command, Control, Communications, Computers (C4), Headquarters Marine Corps / Chief Information Officer (CIO) of the Marine Corps on July 21, 2015. A native of South Carolina, he graduated from the University of South Carolina and was commissioned in 1987.

Brigadier General Crall is a career Aviation Command and Control Officer who has commanded at the Squadron and Group levels. He deployed as the Direct Air Support Center – Airborne, Officer-In-Charge in support of Operation Iraqi Freedom, conducting thirty-four combat missions spanning over three hundred fifty flight hours. He has also served as the Joint Liaison Officer to the 7th Air Force, 607th Air Support Operations Group in Osan, Korea.

Brigadier General Crall’s joint assignments include Chief, Joint Cyberspace Center, US Central Command (CENTCOM); Executive Officer to the Deputy Commander, CENTCOM; Division Chief, Information Operations, CENTCOM; Division Chief, Developments and Concepts, CENTCOM; and Branch Chief, Strategic Plans, Information Operations, US Special Operations Command (SOCOM).

Brigadier General Crall’s supporting assignments were with Marine Corps Recruiting Command, serving as the Operations Officer, Recruiting Station Albuquerque, NM; and Contact Team Officer, 6th Marine Corps District, Parris Island, SC.
 
Janice Haith
Director, Department of Navy Deputy Chief Information Officer

Ms Haith became Director, Deputy Department of Navy Chief Information Officer (Navy) (formerly-Director, Assessments and Compliance in April 2010, to the Deputy Chief of Naval Operations for Information Dominance. In this position, she is responsible for all Chief Information Officer (CIO) matters related to the US Navy. This includes Governance; Functional Area Manager/Portfolio Management; Enterprise Architecture; Information Assurance; Information Management/Information Technology; Efficiencies, and Clinger-Cohen Act Compliance.

Ms Haith was appointed a member of the Senior Executive Service in August 2004, as the Principal Deputy/CIO for the Defense Security Service managing day-to-day agency operations and overseeing development of a DoD Enterprise Security System. She subsequently was appointed as the Director, Intelligence Access for Warfighter Support (Under Secretary of Defense (Intelligence) to oversee development of Defense Intelligence policy for information sharing, foreign disclosure and management of the IT Portfolio.

Subsequently, she was assigned to the position, Director, Enterprise Operations/Federal Information Sharing Executive for the DoD CIO. Her responsibilities included DoD oversight and management of key Federal Information Sharing programs as well as Network Operations Policy and Strategy, Unified Capabilities and GIG policy exceptions.

A security, intelligence and CIO professional, since 1984, Ms Haith completed assignments of increasing complexity in an extensive range of organizations. This included Security Adjudicator for the Department of Justice; a Program Element Manager (Security and Investigations) for Department of the Air Force; Joint Personnel Adjudication System Program Manager for USAF and DoD simultaneously; DoD e-Government Program Manager for Internal Efficiency and Effectiveness, and tenure as a Congressional Fellow on behalf of USAF.
 
RADM Marshall Lytle
Assistant Commandant for Command, Control, Communications, Computers and Information Technology (C4IT); and Commander, Coast Guard Cyber Command

Rear Admiral Lytle serves as the Assistant Commandant for Command, Control, Communications, Computers and Information Technology (C4IT) and Commander, Coast Guard Cyber Command. As the Assistant Commandant for C4IT, he is responsible for the management and oversight of all Coast Guard C4IT operational, business, and infrastructure assets. As the Commander of Coast Guard Cyber Command, he is responsible for providing a safe, secure, and resilient cyber environment that allows for the execution of Coast Guard and marine operations.

Rear Admiral Lytle is a 1981 graduate of the U.S. Coast Guard Academy in New London, CT. Upon graduation with a Bachelor of Science degree in Management, he was assigned to duty on board the USCGC BOUTWELL in Seattle, WA as the Anti-submarine and Weapons Officer. In 1983 he moved to Miami, FL and served tours in the District Seven Command Center and in what is now the District Seven Maritime Intelligence Center.

In 1989, Rear Admiral Lytle was selected for the Post Graduate Training Program and attended the University of Miami in Coral Gables, FL. He graduated in 1991 with a Master of Science degree in Computer Information Systems and a Master's Certificate in Telecommunications. Rear Admiral Lytle's next tour took him out of Miami to the Coast Guard Research and Development Center in Groton, CT. In 1995, Rear Admiral Lytle returned to Miami to serve as the Operations Officer for Coast Guard Group Miami until 1997 and then as the Commanding Officer of Electronic Systems Support Unit Miami. From 2000 to 2003 he served as a Division Chief in the Information Systems Directorate at the Telecommunications and Information Systems Command (TISCOM). From 2003 to 2005 he completed duty at CG Headquarters as the Chief, Office of Command and Control Capability. He returned to TISCOM in 2005 to serve as the Commanding Officer. From 2008 to 2011, Rear Admiral Lytle held the position of Deputy Assistant Commandant for C4IT (CG-6d), with over a year of that period also serving as the Acting Assistant Commandant for C4IT and the Coast Guard Chief Information Officer. From 2011 to 2014, he served as the Director, Command, Control, Communications and Computer (C4) Systems and Chief Information Officer (CIO) of the U. S. Cyber Command. In this dual position, he was responsible for the delivery of C4 systems that drove the effective execution of all cyber missions and the coordination and implementation of C4 and Cyber Policy, Plans, Architecture, Capital planning and investment, Information Assurance, Network and Web Services and systems/networks requirements.

Rear Admiral Lytle's decorations include the Defense Superior Service Medal, two Legion of Merit medals, two Meritorious Service Medals, two Coast Guard Commendation Medals, three Coast Guard Achievement Medals, Commandant's Letter of Commendation, various Coast Guard and Navy Unit Commendations and Coast Guard Expert Medals for both Rifle and Pistol.

Gary Wang
Deputy Chief Information Officer/G6

As Army DCIO/G-6, Mr. Gary C. Wang oversees a $10B enterprise network infrastructure and strategy for a responsive, effective, secure, collaborative and trusted environment of communication, information and technological superiority for the Army and its partners. He manages Army IT policy compliance and synchronizes delivery of operational C4 and IT capabilities to support warfighters and enable joint information dominance.

Mr. Wang previously held leadership roles with the Office of the Under Secretary of Defense for Intelligence, Space and with Naval Warfare Systems Command (SPAWAR), PEO Space Communications and Sensors, Division Director for Technology Transition, and Assistant Program Manager for Combat Direction Finding. He began his career at the Naval Underwater Systems Center as a project engineer, becoming PM for Intelligence, Surveillance, Reconnaissance and Information Operations.

Mr. Wang holds a B.S. from the University of Texas at Austin and has earned two Special Act Awards and three Navy Superior Civilian Service Awards.
