NSW WATER DIRECTORATE PUBLICATIONS AND SERVICES 

To make local water utility staff in regional NSW aware of all the technical publications that the Water Directorate has produced for its member councils over the past 17 years.

PRESENTERS

Gary Mitchell – Executive Officer Water Directorate
Gary is a Civil Engineer and commenced his career as a full time Sydney Water Board trainee engineer in 1971 and part time student at NSWIT now UTS. Gary gained experience in construction, design, operations, investigations and strategic planning of Sydney’s water and sewerage infrastructure over a 27 year period.
An interesting highlight was working at Malabar STP, the largest treatment plant in the southern hemisphere, in the three years leading up to the commissioning of the 3.5km long deep ocean outfall tunnel in 1990 – which had its 25th anniversary last year. Another interesting career opportunity immediately followed as part of a visionary strategic planning division established in 1991 to spend $7B over 20 years in the decade leading up to the Sydney Olympic Games and for the first decade of the 21st century. The division was jointly staffed by Sydney Water, US consultants and Australian consultants but unfortunately was plagued by funding cuts. Gary completed an MBA in 1998 and took on the role of Executive Officer in 1999 to assist in establishing the Water Directorate and then carrying out its technical advisory role.

Tony Holmes – Business and Customer Services Manager, Shoalhaven Water
Tony is responsible for the business operation of Shoalhaven Water from a financial perspective and to ensure accountability of its operations to customers. Tony is a member of the AWA Water Retail Network Committee and is also the NSW representative for the Water Services Association Customer Indicators Working party which is testing the national perception of customers about water utility services. Tony is currently the chair of the Policy Committee of the NSW Water Directorate.

Graham Kennett - Executive Manager Urban and Assets, Kyogle Council
Graham has been employed in local government for over 19 years, 17 of which he has been responsible for the management of water supply and sewerage services at Kyogle Council. Graham currently employed as Executive Manager Urban and Assets at Kyogle Council, and also holds the position of chair of the Northern Rivers Water Managers Group, and is one of two representatives for the North Coast Group of Councils on the NSW Water Directorate Executive Committee. Graham holds a Bachelor of Engineering (Mechanical) from the University of Sydney, and has completed a Graduate Certificate of (Local Government) Engineering from the University of Technology, Sydney. Graham enjoys the satisfaction he gets from public service, and the challenges that this presents. Graham is passionate about the water industry, and strives to promote an environment where there is an appetite for innovation and change, and also a focus on delivering best practice management of these essential services to the local community.

Todd Neal - Special Counsel, Public Law, Planning & Environment Maddocks
Prior to joining Maddocks, Todd worked at the Department of Agriculture, Fisheries and Forestry, and the Attorney General’s Department. His public sector history provides the Public Law Group with a practical understanding of the needs of the Group’s local government and public sector clients. Todd’s public law experience covers the gamut of legal issues within this subject area including major public sector infrastructure, governance and, planning and environmental law. This experience has been established through litigious matters, contractual disputes and negotiations, and advisory matters. Todd was the lead author of the Land Matters Guidelines (2012) and the Easement Guidelines prepared for the Water Directorate and the Roads and Transport Directorate. Todd holds BA, LLB (Hons) qualifications from Macquarie University and has worked on many local government related cases, presentations, seminars and publications. Please see attached CV.

TIMES: Please register at the Workshop by 9.30 am.. The program will commence promptly at 10.00 am and finish at 2.00 pm.  Morning tea and lunch will be  provided.

CAR PARKING: Paid parking is available at the Capitol Carpark parking station in Campbell Street (near the corner of George Street); however the venue is within walking distance of Central railway station.

ACCOMMODATION: Overnight accommodation is not provided for Delegates. You will need to organize your own accommodation if required. Accommodation is available at the venue (Note: There are two Metro Hotels in Pitt Street - this is the Metro Hotel Marlow Sydney Central not the Metro Hotel on Pitt).
