About the Conference

The Smart Start Conference is one of the largest conferences devoted to early education systems and strategies. The conference provides advanced professional development for early education leaders committed to improving the quality of and access to early childhood services for all children ages birth to five. It is intended for professionals who support families, for professionals who support those who work with children, and professionals engaging in early care and education systems change. Although we greatly value our early childhood workforce, content is not designed for those working directly with children.

What to Expect

The 2025 Conference features a full day of preconference sessions followed by three days of workshops and networking opportunities. Workshop focus areas include Early Care and Education, Child and Family Health, Family Support and Engagement, Public Engagement, Fundraising, and Management, and Systems Building. The conference also includes an opening keynote presentation, a flex block session, and a keynote luncheon.

KEYNOTE SPEAKERS


Opening Keynote - April 30

Robert "Robin" H. Jenkins, PH.D - Frank Porter Graham Child Development Institute

Robin Jenkins, PhD, is with the Impact Center at Frank Porter Graham Child Development Institute at the University of North Carolina in Chapel Hill. As a senior implementation scientist, Dr. Jenkins utilizes implementation research and practice to motivate and engage system leaders and organizations as they adopt new programs, policies, or practices. This work includes the application of implementation science best practices, strategies, and translational frameworks to improve the adoption and sustainment of evidence-supported initiatives. As Principal Investigator for various projects  (e.g., see the Build Up site) involving children’s behavioral and mental health, child welfare, juvenile justice, and trauma-informed systems, Dr. Jenkins engages in a broad array of systems change and capacity building activities at UNC. Dr. Jenkins has authored numerous technical assistance, capacity building, knowledge translation briefs, materials, tools, and resources in addition to other monographs and chapters dealing with a diverse range of topics.

His career includes roles involving prevention and implementation science, public health, child welfare, juvenile/adult criminal justice and public safety, behavioral health, substance use treatment, early childhood systems, and community capacity building. Dr. Jenkins’ prior experiences include serving as the former Chair of the National Coalition of Juvenile Justice, as a member of the National Juvenile Justice Network's Executive Committee, as a governor-appointed member of the Federal Advisory Committee on Juvenile Justice (OJJDP) and the North Carolina Governors Crime Commission (GCC). He also chaired GCC’s State Advisory Group (on Juvenile Justice), served on the NC Sentencing and Policy Advisory Commission, and NC’s Criminal Justice Information Network. He has served on several other state and local boards and commissions. He is a founding board member of the National Prevention Science Coalition to Improve Lives. A former Chief Deputy Secretary in the NC Dept. of Juvenile Justice and Delinquency Prevention, and Deputy Director in the NC Dept. of Public Safety-Division of Juvenile Justice, Dr. Jenkins co-led large scale systems involving the full continuum of prevention, intervention, and post-release juvenile justice resources in North Carolina. An important focus of that work included integrating and leveraging cross-system supports in service to all children, families, and communities. These efforts required extensive cross- and multi-agency state and local system collaborations, along with innovative policy and administrative solutions.
