Keynote Speaker

Richard Leib

Chair

University of California, Board of Regents

Richard Leib is the current Chair of the Board of Regents. He is president and CEO of Dunleer Strategies, a San Diego-based consulting firm that works with emerging companies to develop strategies to help them meet short and long-term business goals. Before that, he spent 15 years as executive vice president and general counsel for Liquid Environmental Solutions, a company he co-founded and helped grow into the leading non-hazardous liquid waste recycling company in the U.S. The company, which ultimately employed 700 people, was sold to a private equity firm in 2017.

Prior to his work with Liquid Environmental Solutions, Mr. Leib served as executive vice president and general counsel of U.S. Public Technologies; and co-founded the investment management group at Stone and Youngberg, California's leading municipal debt underwriter.

Mr. Leib started his career working on the staff of state Senators Gary Hart and Herschel Rosenthal and he also worked for Congressmen Henry Waxman and Mel Levine.

He served on the Solana Beach School Board from 2008 until 2020, serving as Board President for two years. He previously served on the Community College Board of Governors from 1999-2005 and served as President of the Board from 2001-2003, as an appointee of Governor Gray Davis. He currently serves on the Board of the Steinberg Institute, a Sacramento based organization that seeks to raise the profile and increase the effectiveness of mental health policy-making in California. He also serves on the Board of Directors for the North Coast Repertory Theatre.

Mr. Leib's education includes a J.D. from the Loyola University School of Law, an M.A. from Claremont Graduate School, a Fellowship with the Coro Foundation, and a B.A. from UC Santa Barbara.

He was appointed to the Board in August, 2018 by Governor Brown for a term ending in 2026.

Alexander Bustamante

Senior Vice President

Chief Compliance and Audit Officer

University of California

Alexander A. Bustamante is the Senior Vice President and Chief Compliance and Audit Officer for the University of California system. He leads the Office of Ethics, Compliance and Audit Services and oversees the University's corporate compliance, investigative, and audit programs.

Most recently, Mr. Bustamante and his team have dedicated significant effort to compliance issues related to research security and emergent technology (Foreign Influence | UCOP).  His office also routinely conducts cyber-risk audits across the system to strengthen UC’s critical infrastructure, protect federally funded research, and safeguard UC’s large data sets used in operations and research, including machine learning and artificial intelligence (e.g., Center for Data-driven Insights and Innovations | UCOP).  As co-chair of the UC Presidential Working Group on Artificial Intelligence Standing Council, he helped create guidelines for the use of AI applications within the UC system (Artificial Intelligence | UCOP).

Prior to coming to the University of California, Mr. Bustamante served as the Inspector General for the Los Angeles Police Department, where he was responsible for providing independent oversight of the Department.  Mr. Bustamante also served as an Assistant United States Attorney for the Central District of California from 2002 to 2011, where he received the United States Attorney General's Award for Exceptional Service, the Department of Justice’s highest award, for handling a landmark case involving the federal government’s first use of civil rights statutes to combat racially motivated gang violence against African-Americans.

Mr. Bustamante received his Juris Doctor degree from the George Washington University Law School and his Bachelor’s degree in Rhetoric from the University of California, Berkeley.
