What good is a well-designed infrastructure, delivered on time and on budget if the end-user is not prepared to operate it?
One of the most widely neglected aspects of project management in the industrial field is operational readiness. It is often the differentiator in how the project will be perceived by those who will operate and maintain the product for years to come. Most importantly, operational readiness is a key success factor in delivering highly operable infrastructures, compressing the learning curve, and significantly reducing financial, legal, health, safety and environmental risks.
In this session, we will explain how we have used a systematic approach to plan, define and execute operational readiness for a new water treatment plant in the industrial sector. There are many examples of project failures resulting from treating operational preparation as a necessary but non-urgent task amid project management’s fast-moving, high-priority tasks. This project was approached differently by the project management office, with a resolve to mobilize the necessary resources to manage operational readiness in a systematic manner, as a project of itself. As the first project to benefit from this new approach, it acts as a pilot and a baseline on which to continuously improve, and results and lessons learned will be shared.

This session will examine the lessons learned by a development management team which used program management to resolve the problems of a community with widespread unemployment, inadequate food supply, inexistent training for unemployed youths, poor infrastructure, etc. The water supply network was in a poor and dangerous condition. The supply scheme installed by a government organization more than 11 years earlier had failed. No comprehensive maintenance was carried out on the three artesian wells and the water network since it was commissioned. There was a serious backflow in the overflow piping which caused flooding in the well head area, adjoining roads and houses. Grid electricity supply was drastically inadequate, only being available for about four hours a week.
In June 2020, 17 international professionals were appointed to a development management team responsible for creating opportunities to enhance the general wellbeing of the people. The team adopted program management and defined each major problem as a project assigned to a specific committee. We will review the various projects and their impact on this community.
