Dr Julian Parker-McLeod

University of Plymouth

Dr. Julian Parker-McLeod is the Director of Professional Education Programmes in the School of Criminal Justice at the University of Portsmouth, with strategic responsibility for the delivery of the PEQF contract. He has been involved in the development of the initial entry routes into policing since early 2016 and has represented Higher Education on the PCDA trailblazer group. He remains active on both the Initial Entry Routes board and the PEQF board with the College of Policing. Julian’s research focuses on the Police Education, the PEQF and the professionalisation of the police service.  

Moya Ward

Liverpool John Moores University

Moya is the programme lead for the PCDA which is delivered in collaboration with Merseyside police. In this role, she has responsibility for the overall planning and delivery of the programme, ensuring that it continues to meet both the university validation and the College of Policing requirements. Prior to joining LJMU Moya worked in law enforcement for over 10 years. During this time she was seconded to the PEQF implementation team for a local Police Force. This included writing materials as part of the All Wales PEQF Collaboration and planning the design and implementation of both the PCDA and DHEP at force level. 

Tony Blockley

Derbyshire University

Tony is the Head of Policing at University of Derby, responsible for development and delivery of the policing programme at both undergraduate and postgraduate. This includes the Police Constable Degree Apprenticeship, the accredited pre-join degree, Policing and Investigations and at MSc Criminal Investigation, Police Leadership, Financial and Digital investigation. He is actively involved in research projects including doctoral research examining the evaluation of risk in domestic violence; Police education and impact of HE within the sector. Wider policing issues with regard to employability and attraction.  As a former senior police officer and Head of Crime, he has extensive operational experience, including being a nationally accredited Senior Investigator focussed on major and serious crime investigations with an extensive background in complex policing operations.

Dan Lally 

Sheffield Hallam University

“Dan leads the University’s portfolio of Skills, Work Based Learning and Partnerships with employers and educational bodies. The role has oversight of the delivery of the University’s Apprenticeship portfolio, and with it, the role of Nominee, leading SHU’s inspections from Ofsted for FE & Skills.
Prior to joining the University Dan had extensive experience in the private sector working for both large and specialist training providers. He has led teams across the breadth of operations including Deliver, Compliance, Sales and Corporate Services.
Dan is currently on a Senior Leader Apprenticeship which will also see him achieve a Master’s in Business and Administration (MBA).”
