He is OSHA General Industry Trainer. Steve is Trentwood’s Co-Chair of the plant Mobile Equipment and Ergonomics. Steve is a current member on the GISHAB Board representing manufacturing. Steve also serves on the USW Local 338 Executive Board and the Spokane Regional Labor Council.

Don has worked for 45 years in the line clearance tree trimming field. He was an instructor for the JATC Line Clearance Apprenticeship Program for 8 years. He developed and taught classes on chainsaw safety and for students preparing for the Washington State Pesticide Examination. Don has been a Certified Arborist since 2001, and currently works for Snohomish County PUD.

Elyse Bevers is a Communicable Disease Epidemiologist at the Washington State Department of Health. She works in the Healthcare Associated Infections and Influenza Surveillance Programs. Elyse holds a Master’s of Public Health in Epidemiology from Columbia University and a Bachelor’s of Science in Biology from Pacific Lutheran University. Before coming to the Department of Health, she worked in communicable disease surveillance in NYC. Elyse enjoys data analysis and outbreak investigations.
 
Craig Blackwood

Craig Blackwood was appointed as the Deputy Assistant Director for the Division of Occupational Safety & Health in December 2014.
He was the DOSH Statewide Compliance Manager for DOSH since March 2012. The Compliance Program is responsible for all DOSH inspection-related activities.
Craig has been with L&I since 1991, starting in Seattle as an Industrial Hygienist in DOSH Compliance. After spending 3 years in the field, Craig took the position of Industrial Hygiene Supervisor in Region 4, working out of the Vancouver office. In July 2004 Craig was appointed to the Region 4 Compliance Manager position, which then became the DOSH Region 4 Compliance Manager in 2006.
Craig has Bachelor of Science degree in environmental and occupational safety and health from California State University at Northridge. Prior to working for L&I, he worked as an Industrial Hygienist for the Los Angeles Unified School District and as an Industrial Hygienist for a private consulting firm in Los Angeles.

She has more than 10 years of experience as an industrial hygiene, occupational safety, environmental management, and emergency management consultant. She is pursuing an Ed.D. in Health Professions from A.T. Still University, and has completed a M.S. in Technology – Environmental Management from Arizona State University. Bliss serves as the Administrator of the Training & Communications Practice Specialty and Professional Development Chair of the Industrial Hygiene Practice Specialty of ASSP. Kendra Broadwater has been an industrial hygienist with the National Institute for Occupational Safety and Health (NIOSH) since 2013. Since coming to NIOSH, she has worked on a diverse set of projects including evaluating surgeons’ noise exposure during orthopedic surgery and studying gymnasium workers exposure to flame retardants. She has focused on helping women and minority communities through her work in nail salons. She has brought an occupational health perspective to emergency responses in Puerto Rico and Sierra Leone.

John Carlson has worked in construction and general industry safety for the past 28 years. This includes maritime work, heavy industrial, petrochemical, manufacturing hospitals and biotech work. During that time he has also worked in the environmental field managing Large Quantity Generator programs working on remediation sites, writing Site Safety and Health Plans for hazardous waste sites, acted in the capacity of emergency response spill coordinator. 
John has administered state fund and self- insured workers compensation programs, safety and health programs and environmental programs in the 11 western states.
Additionally, John has also worked in consulting, providing training, industrial hygiene, ergonomics training, program development and guidance on claims management and workers compensation issues for clients.

As a collegiate athlete, Rhett achieved Hall of Fame honors during his football career as a Wildcat. Throughout his years, Rhett has gained extensive experience in the construction and general industries alike. As a Safety, Health & Environmental Professional, Rhett is committed to achieving excellence in all facets of his work. Mr. Carpenter holds credentials as a CHST, and is an instructor for a plethora of safety, health & environmental related courses taught throughout many states. Mr. Carpenter is a Region X instructor for a variety of courses at the University of Washington Department of Environmental and Occupational Health Sciences. He is an authorized instructor through the Department of Ecology and provides Erosion and Sediment Control courses to many contractors throughout the state. In addition, he provides environmental services to many organizations. Rhett is also the facilitator for the Puget Sound Safety Summit Conference, a monthly gathering of a networked alliance of government, management and labor, who come together to develop methods and solutions for the industry. While working with many organizations throughout his career, Rhett has assisted in the development, improvement and implementation of safety, health & environmental programs. He has performed a multitude of consultation services, training and oversite, ensuring the overall effectiveness of risk management at all levels.

Working as an operator at KapStone’s Longview Mill, he is a union safety rep and paper mill safety committee member. Tim is currently a student member of the American Society of Safety Professionals, a Department of Energy certified trainer, and holds a degree in Occupational Safety and Health from Columbia Southern University.

As Health and Safety Director for the Service Employees International Union (SEIU), Mark assisted SEIU local unions in California in their four-year successful campaign for a Workplace Violence Prevention Standard for Healthcare. He also helped draft the 2016 multiunion petition to OSHA for a Federal workplace violence standard. In the early 1990s, Mark was the industrial hygienist at the University of Washington’s Harborview Occupational Medicine Clinic. He has a B.S. degree in Biology from the University of Akron in Ohio and has worked in occupational health and safety since 1981.

Dr. John Church is an Associate Professor in Natural Resource Science at Thompson Rivers University in Kamloops, British Columbia as well as Research Chair in Cattle Industry Sustainability. John initially started Canadian Rocky Mountain Ranch in 1997, a large bison and elk operation east of the Rockies just southwest of Calgary, Alberta. In addition to practical and direct bison industry experience, John served for eight years as the Alberta provincial animal welfare specialist, and served as the Chair of the Scientific Committee for the Canadian Bison Code of Practice for which he was a member. Dr. Church earned his PhD in Agriculture from the University of Alberta in 1997, studying the effects of production practices on the behavior and management of bison, elk and cattle on farms. Dr. Church now leads a multidisciplinary research team at TRU dedicated to the exploration and invention of innovative practices and technologies leading to the sustainability and enhancement of the cattle and bison industry, rangelands, and meat production and related products. The focus of Dr. Church’s research program is on new opportunities for beef and bison producers in the areas of value-added and branded meat production, which includes human and environmental health. In addition, his research program is now using drones for Precision Ranching, with a goal towards improved management of both the land base as well as the animals.

He earned his bachelor’s degree in Public Safety Administration, attended the 40-hour Crisis Intervention Team training through the Washington State Criminal Justice Training Commission, and is a member of the Workplace Violence Prevention Advisory Committee for the national parent company of The Everett Clinic. He has been teaching workplace violence prevention and conflict de-escalation for 25 years. Curt is also a member of the Governor's Industrial Safety and Health Advisory Board.

David Gaffney

Dave Gaffney is the Senior DOT Compliance Specialist for the Papé Group of companies. Dave has been with the Papé Group, based out of the Corporate office since 2015. Dave is responsible for the oversight of company-wide Department of Transportation (DOT) legal compliance matters pertaining to the company fleet of almost 2,000 vehicles, facilities recordkeeping, Members operating company vehicles and more. Dave is also responsible for the development, implementation, and coordination of the Fleet Education and Compliance Program to ensure proper Member DOT training, as well as compliance with federal, state and local governmental laws and regulations. Dave travels to many of the Papé store facilities, totaling over 100 locations throughout the West, to meet with and train employees in a direct, in-person method.

Dave frequently speaks at transportation industry events to provide compliance and safety training. However, Dave particularly appreciates being able to share information pertaining to driver safety and avoiding collisions, specifically in trucks, by helping drivers make appropriate, sound, educated decisions on the road. According to Dave, “understanding potential driving conflicts, with drivers using their experience, training and good judgement to make sound, safe decisions while operating a heavy vehicle, can save lives on the highways and make sure everyone gets home safely to their loved ones.”

Safety Consultant Nate Henyan honorably served 4 years in the United States Marine Corps where he was assigned to the Marine Corps Security Force Battalion and finished his enlistment as a machine gun section leader in the 2nd Battalion, 7th Marine Regiment, 1st Marine Division. He is a commissioned police officer with over 17 years of experience in one of the largest police departments in Eastern Washington. He has served the citizens of his community as a patrol officer, detective and in his current assignment as a School Resource Officer at an alternative high school where he helps troubled youth. Nate has received formal training in Basic and Advanced Crime Prevention Through Environmental Design, Security Assessments, FBI-LEEDA Leadership Training, YAHOO Internet Safety, Threat Assessment Team Training, Crime Scene Investigation, Homicide Investigation, and Active Shooter Response Training. He helped implement the Active Shooter response training which has since been adopted as the official active shooter response training in numerous districts around the State of Washington. Nate has trained over 1000 teachers, school employees, and administrators, in Active Shooter Response and has advised in general safety improvements for both public and private entities.

Ryan Hill is the Director of the Western States Division (WSD) at the National Institute for Occupational Safety and Health (NIOSH). In that role, he leads a diverse group of scientists who conduct research and prevention activities focused on high-risk industries and occupations in the Western U.S. He works out of WSD’s headquarters in Spokane, WA and is also responsible for NIOSH offices in Anchorage, AK and Denver, CO.

Ryan also serves as the Manager of the NIOSH Oil and Gas Extraction Safety and Health Program, which conducts research and prevention activities to improve safety and health for workers in the U.S. oil and gas extraction industry. He also serves as the co-chair of the National Occupational Research Agenda (NORA) Oil and Gas Extraction council, which is a partnership program to stimulate occupational safety and health research in the industry.

Jim Keene is currently employed as a 13 year police officer for the City of Bellevue (WA) and currently assigned as a detective.  Jim has held the jobs of field training officer, firearms instructor, SWAT assistant team leader, sniper, explosive breacher and night vision instructor.  Jim holds a degree in Aeronautical and Astronomical Engineering from the University of Washington and is a licensed pilot and competitive triathlete.  Jim's enthusiastic and easy-to-relate-to style of instruction has made him the perfect addition to Team Batair.

Dr. Jane Lipscomb retired as Professor, University of Maryland Schools of Nursing and Medicine and Director of the Center for Community Based Engagement and Learning (CCBEL) in June 2017. During her 40 year career, she conducted research into the prevention of occupational injuries and illness, with a focus on the health care and social service workplace. Over the past 25 years, her research focused on participation interventions directed at workplace violence prevention. Dr. Lipscomb is currently Principal, at Prevention at Work, LLC. In this capacity, she provides expert testimony in federal OSHA enforcement cases involving the hazard of workplace violence. She also serves as co-chair of the Maryland Nurses Association’s subcommittee on workplace violence. Prior to joining the faculty, Dr. Lipscomb spent three years as a senior scientist in the Office of the Director of the National Institute for Occupational Safety and Health (NIOSH) and five years at the University of California, at San Francisco (UCSF) School of Nursing, as Assistant Professor and Director of the graduate program in Occupational Health Nursing. Dr. Lipscomb received her BSN from Boston College, her MS in occupational health from Boston University/Harvard School of Public Health and PhD in Epidemiology from the University of California, Berkeley. Dr. Lipscomb is the recipient of the University Of Maryland’s 2008 Founders Day Research Lecturer Award. She was inducted into the Collegium Ramazzini in 2013.

He received a Bachelor degree in electrical engineering in 1988 and a Master degree in electrical engineering in 1993, both from Gonzaga University in Spokane, WA. Todd started working at the US Bureau of Mines (USBM), Spokane Research Center, in 1987 as a student intern and accepted a research position after graduating to study mining automation and remote sensing technology. After being transferred to the National Institute for Occupational Safety and Health’s (NIOSH) Mining Health and Safety Office, he focused on machine safety research for both mining and construction. In 2011, Todd left federal service to work for a startup company called Safemine Technology as the North American business development manager for mine traffic safety technology. After Safemine was purchased by Hexagon Mining in 2014, Todd transferred to a position as Product Manager for safety systems display and networking technologies. In 2016, Todd returned to NIOSH as the Associate Director for Science at the newly formed Spokane Mining Research Division. And in 2017 Todd was promoted to his current position of division director, overseeing mining health and safety research in the western United States.

Ms. Toutonghi has been working in Occupational Safety and Health for over 20 years and maintains certifications both as a Safety Professional and an Industrial Hygienist. She has been a Washington State Compliance Inspector, a Consultant, a Certified OSHA 10 and 30 Trainer, and a respirator program administrator for a large respirator program. Currently, she works at the Washington State OSHA program (DOSH) in the Technical group.

Doug Trout is Chief of the Hazard Evaluations and Technical Assistance Branch (HETAB) for NIOSH. He received a Masters degree in Industrial Hygiene from the Johns Hopkins School of Hygiene and Public Health in 1985, a medical degree from the University of Pennsylvania School of Medicine in 1989, and has completed residencies and board certification in Internal Medicine and Occupational Medicine. He began at NIOSH 1992 in the CDC Epidemic Intelligence Service (EIS) Program, was a medical officer in HETAB for 13 years, and has been the Associate Director for Science and Deputy Director in the NIOSH Division of Surveillance, Hazard Evaluations and Field Studies for 12 years.

Melissa Tumas is the Training & Education Coordinator in Health & Wellness at the University of Washington and develops and implements interpersonal violence prevention programming for students. She oversees bystander training, peer education, and partners with campus departments to create comprehensive prevention plans. She received an MPH from Oregon State University and has worked in the fields of health promotion, sexual assault and relationship violence advocacy and prevention for 20 years.

Mark Wagar has spent the last seven years as a Consultant for Washington State Division of Occupational Safety and Health. Mark has provided training and assistance to employers in all aspects of Lockout/Tagout and forklift operation. He spent 24 years as a member of the Operating Engineers, and 4 years as the Operating Engineers Training Director. Mark is a certified crane operator and practical examiner in eight different categories. One of the equipment categories taught by Mark included forklift operation His other list of accomplishments are: BA from EWU, three times certified OSHA 10/30 outreach trainer, certified Crosby rigging instructor, Associated Crane & Rigging Professional member, MSHA instructor and member of the American Society of Safety Engineers .

Kevin Wickersham manages the highly infectious disease preparedness program for the Washington State Department of Health (DOH), Office of Emergency Preparedness and Response. He serves as an adjunct professor in Healthcare Emergency Management at the Boston University School of Medicine. Kevin’s background is in hospital emergency management and EMS. He holds a Bachelor of Arts in Psychology and Sociology from Boston College and a Master of Science in Healthcare Emergency Management from the Boston University School of Medicine.

Angie Wisher, Senior Safety Management Consultant, joined SAIF corporation in 2005. She works with a variety of clients including those in healthcare, retail, hospitality, distribution, restaurant, agriculture, and social services. Prior to joining SAIF, she worked for Safeway Inc., where she spent 10 years in operations and management, and an additional five years in safety and risk management. She has taken training through federal and Oregon OSHA and University of Washington Ergonomic studies, and holds a certificate in Safety Management from ASSP.

Shawn B. Wolfe has over 27 years of environmental, health and safety (EHS) experience with over 18 years of management experience. Shawn holds a Bachelor of Science in Manufacturing Engineering Technology from State University of New York (SUNY), Farmingdale, New York and an MBA with an emphasis on Leadership from UW Foster Business School. In his current position as Health and Safety Leader for the Boeing Company his team supports approximately 2,000 people in 737 Wings and P-8 in Renton, Washington. Shawn is happily married to a wonderful Filipina and has three delightful children.

Shawn is also a member of the Governor's Industrial Safety & Health Advisory Board.

Dr. Nanette L. Yragui, Occupational Health Research Psychologist at the SHARP Program in the Washington State Department of Labor & Industries, conducts research on physical and psychological aggression, leader support and positive interpersonal relationships in the workplace. She employs organizational research methods and a participatory action research approach to develop interventions. She has completed a NIOSH-funded project in hospitals to produce an intervention targeting supervisor support for team prevention of patient aggression, coworker incivility and work-nonwork conflict.
