Today, the system is an integral part of the health care system and the amount of e-prescriptions are 98%. E-prescriptions are easy to use, reduce errors, and increase both patient safety and efficiency. The Swedish eHealth Agency, a government agency under the Ministry of Health and Social Affairs, is responsible for the operations and management of the system and related services. The agency, its role and responsibilities, creates enhanced information exchange within health care. The presentation will focus on the road towards a national system for e-prescriptions and the importance of all aspects of interoperability; legal, organizational, semantic and technical.

It means a cultural change of all stakeholders in the healthcare domain. This speech gives an overview about the specific challenges in Switzerland like federated and heterogenous care delivery and how the IT architecture reflects that using international standards like HL7 and IHE. Also it will show the complex approach to involve all actors over years to finally come to a legal framework and a prioritization of usecases and processes to be supported. Scaling of such solutions is always limited at some point, whether it’s due to political, strategical or financial reasons, mostly already at the own organizational boundaries but usually latest at province- or country-level. To further and further connect healthcare facilities across organizations, regions and even countries a more “neutral” path must be entered – and this must be done at the very beginning of each project! Integrating the Healthcare Enterprise (IHE) is the right answer if you plan to establish a sustainable Health Information Exchange which is not limited by any boundaries. With its standards-based profiling of use-cases and vendor-neutrality it’s the most promising approach to finally connect the world. This session summarizes the experiences of various national or regional projects which successfully set up an IHE based Health Information Exchange and explains how IHE profiles divide the use-cases of an HIE into small interoperable building blocks to reach an unachieved degree of vendor-independence. And it also shows an important result of those projects, namely that the benefit of IHE goes far beyond the technical layer as its philosophy stimulates cooperation on organizational, strategical and political levels as well. | |
