Mr Matt Ainsaar Managing Director Urban Enterprise Matt Ainsaar is the Managing Director of Urban Enterprise, a planning and land economics consultancy, which he established 25 years ago. Matt has extensive experience in development contributions spanning more than 20 years and regularly appears as an expert witness at Planning Panel and VCAT hearings. His firm has developed a software application called DevCAP to assist Councils in the administration of DCPs. Urban Enterprise also prepared a number of reports to assist the Standard Development Contributions Advisory Committee. He has worked for State government and regional bodies and spent 16 years running his own consulting business. Mr Mike Day Founding Partner Roberts Day Mike Day is a founding partner of RobertsDay, a Planning | Design | Place consultancy with offices in Melbourne, Sydney and Perth. Mike leads the firm’s design teams responsible for shaping and delivering an array of urban renewal projects and new towns throughout Australia, New Zealand and the UAE. In 2009, DPCD appointed Mike to the independent panel that nominated the 900-hectare Werribee East landholdings within the City of Wyndham as a model 21st century city for metropolitan Melbourne.

Prior to that Mat was the Melbourne Bureau Chief of the Australian Financial Review for four years. In a reporting sense Mat started at the Australian Financial Review covering property in 2005. Cr Rose Hodge Mayor Surf Coast Shire Councillor Rose Hodge was first elected to Council in 2004 and is now serving her third term as a Councillor and second term as Mayor. She has worked as a dental therapist and is now a partner in a bricklaying business. She has a strong 40+ year association with the Torquay-Jan Juc area. Rose is married with three sons and is keen to seek more opportunities for people with a disability to be involved in community life. She is a board member of Gateways Support Services as well as an active community member who has served on committees for Spring Creek Community House, Torquay Cricket Club and as president of the Jan Juc Kindergarten. She is also a life member of the Torquay Netball Club.

Ms Kathy Mitchell Chief Panel Member Planning Panels Victoria Kathy Mitchell was appointed as Chief Panel Member with Planning Panels Victoria (PPV), for the Victorian State Government in June 2004. Since then, she has been reappointed to the position by successive Ministers for Planning. Prior to these appointments, Kathy was a full time Senior Panel Member with PPV since its inception in 1996, and was an occasional sessional member with the Victorian Civil and Administrative Tribunal (VCAT) from 1999 to 2004. Kathy is the immediate past President (2004 – 2011) and a Fellow of the Victoria Planning and Environmental Law Association (VPELA), and has been a State Judge for the Urban Development Industry Association (UDIA) - Victorian Chapter Awards of Excellence since 2003.
Kathy has a Bachelor of Arts in Planning, a Graduate Diploma in Urban Sociology and a Master of Arts in Planning (Research). She has previously worked in the private sector, local government, and as an academic.
