LTG Robert Ferrell Chief Information Officer, CIO/G6 U.S. Army As the CIO, Lieutenant General Ferrell reports directly to the Secretary of the Army, setting strategic direction and objectives for the Army network and supervises all Army C4 (command, control, communications, and computers) and IT functions. He oversees the Army’s $10 billion IT investments, manages enterprise IT architecture, establishes and enforces IT policies, and directs delivery of operational C4IT capabilities to support warfighters and business users. As the G-6, he advises the Chief of Staff of the Army on the network, communications, signal operations, information security, force structure and equipping.
Lieutenant General Ferrell, a native of Anniston, Alabama, enlisted in the Army and attained the rank of Sergeant. He completed his undergraduate degree at Hampton University and was commissioned in August 1983, as an Army Signal Corps Officer. He holds a Master of Science Degree in Administration from Central Michigan University and a Master of Science Degree in Strategy from the Army War College.
Throughout his career, he has served in Army units in the United States, Korea, and Europe and has deployed to Bosnia and Iraq. In addition to traditional company and field grade level assignments, he has commanded at every level from platoon to Army major subordinate command.

Lieutenant General Ferrell has earned numerous awards and decorations, most notably, the Defense Superior Service Medal (2nd Award); Legion of Merit (3rd Award); Bronze Star Medal; Meritorious Service Medal (6th Award), Army Commendation Medal (6th Award), and Army Achievement Medal (2nd Award).

Mr. Gary Wang Deputy CIO/G6 U.S. Army Mr. Gary C. Wang was selected for the Senior Executive Service in March 2005. He assumed the Army Deputy Chief Information Officer/G-6 position on November 1, 2014. In this role, he oversees a $10 billion investment portfolio for implementation of an enterprise network infrastructure and strategy that deliver a responsive, effective, secure, collaborative and trusted environment of communication, information and technological superiority for the Army and its mission partners. Mr. Wang also manages Army information technology policy compliance and synchronizes delivery of operational command, control, communications, computers and IT capabilities to support warfighters and business users and enable joint information dominance. Mr. Wang previously served as Director of Intelligence Systems and Architectures, Office of the Under Secretary of Defense for Intelligence, where he had executive oversight of numerous intelligence programs across the Services and defense agencies.
Mr. Wang also held several positions at the Space and Naval Warfare Systems Command (SPAWAR), including Director of Corporate Operations and the Command Information Office, and Chief Technology
Officer and Director of the Science, Technology and Engineering Department at SPAWAR Systems Center Pacific.
Mr. Wang began his federal career in 1983 at the Naval Underwater Systems Center as a project engineer. From 2001 to 2004, he was Program Manager for Intelligence, Surveillance, Reconnaissance and Information Operations, where he was responsible for development and acquisition of Navy cryptologic, meteorological, operational effects and intelligence programs.
Mr. Wang also served as Executive Assistant for IT at the Program Executive Office for Space Communications and Sensors, Division Director for Technology Transition, and Assistant Program Manager for Combat Direction Finding.

Mr. Doug Wiltsie Program Executive Officer Program Executive Office Enterprise Information System Mr. Douglas Wiltsie assumed command of the Program Executive Office Enterprise Information Systems (PEO EIS) on October 5, 2011. His responsibilities include program management of more than 60 Department of Defense and Army acquisition programs across the Business, Warfighting and Enterprise Information Environment Mission Areas. These systems support Army and DoD-wide communications, logistics, medical, finance, personnel, biometrics, training and procurement operations. Mr. Wiltsie assumes responsibility for five major Enterprise Resource Planning (ERP) efforts representing a projected Army investment of $8 billion over their life cycles. The PEO EIS organization consists of approximately 2,650 military, civilian, and contractor staff around the world, and executes approximately $4 billion per year. Prior to his assignment as PEO EIS, Mr. Wiltsie was appointed to the Senior Executive Service in June 2008 and served as the Deputy Program Executive Officer for Intelligence, Electronic Warfare, and Sensors (PEO IEW&S) until October 2011. In this position, Mr. Wiltsie was responsible for the development, acquisition, fielding, and life cycle support of the Army’s portfolio of intelligence, electronic warfare, and target acquisition programs.
Prior to his selection as DPEO IEW&S, Mr. Wiltsie was the Assistant Deputy for Acquisition and Systems Management in the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (June 2004 – May 2008); the Deputy Project Manager, Objective Force and the Defense Advanced Research Projects Agency, Future Combat System (December 2001 – July 2003); the Technical Director, Project Manager, Night Vision/Reconnaissance, Surveillance and Target Acquisition (June 1999 – December 2001); the 2nd Generation Horizontal Technology Integration Forward-Looking Infrared Technical Branch Chief, Project Manager, Night Vision/Reconnaissance, Surveillance and Target Acquisition (June 1994 – June 1999); the Laser Branch Chief, Project Manager, Night Vision/Reconnaissance, Surveillance and Target Acquisition (September 1992 – June 1994); Image Intensifier Division Director, Night Vision/Reconnaissance, Surveillance and Target Acquisition (June 1990 – September 1992); and the Chairman, NATO Land Group 6 Working Group 2 (April 1998 – December 2001).
Mr. Wiltsie holds an M.S. in National Resource Strategy from the Industrial College of the Armed Forces and a B.S. in Mechanical Engineering from the Virginia Polytechnic Institute and State University. He is a recipient of the Meritorious Civilian Service Award and has twice been awarded the Superior Civilian Service Award and the Commander’s Award for Civilian Service. He is a recipient of the Defense Acquisition Workforce Improvement Act Level III certification in Systems Planning, Research, Development, and Engineering and Program Management, and he is a member of the Army Acquisition Corps.
