The World Customs Organization and the Philippine Bureau of Customs are pleased to announce that the 11th annual WCO PICARD Conference will take place in Manila, Philippines, from 27-29 September 2016.

Additional donor support is being provided by the Korea Customs Service.

The Conference

The WCO PICARD Conference provides a platform for academics and policymakers from around the world to present their research, interact, and discuss vital policy issues that impact Customs and international trade. 

2016: The Second Decade

2016 marks the debut of the second decade of the PICARD Conference. Now firmly established in the Customs academic calendar, this pivotal Conference was first unveiled in Brussels in 2006 and in 2008, welcomed an increased number of participants in Shanghai, followed by Costa Rica in 2009, Abu Dhabi in 2010, Geneva in 2011, Marrakesh in 2012, Saint Petersburg in 2013, Puebla, Mexico in 2014, and Baku, Azerbaijan in 2015. Building on the success of previous Conferences, the 2016 edition of the WCO PICARD Conference will focus on high-level exchanges on international trade, Customs professionalism and topics integral to Customs administrations worldwide. 

Call for Papers

The PICARD Conference Call for Papers was issued in January 2016 and welcomes submissions on any topic directly or indirectly related to Customs or international trade, such as Digital Customs; security; taxation and other revenue matters; and illicit trade. 

The deadline for paper submissions is 15 June. Selected authors will be notified by 15 July. The Conference Agenda will be updated accordingly. 

Language

Simultaneous interpretation will be available throughout the Conference in English and French.
