Drone sightings are becoming more commonplace as advances in technology allow for both ease of use and affordability. The Federal Aviation Administration has indicated a number of drone incursions in and around major sports and entertainment venues, thus creating public safety concerns. These sightings have occurred at National Football League, Major League Soccer, NASCAR, intercollegiate and interscholastic football games, as well as large outdoor events such as marathons, to name a few.

The current concerns center around the mechanical object in motion/in flight can be subject to mechanical failure or used as a weapons platform with the intent of causing personal harm. Both scenarios endanger the personal safety of those in the vicinity.

The goal of the Forum is to have an open discussion on this major safety and security challenge, discuss the specific regulatory concerns from the perspective of the sport industry, as well as how to better enhance awareness and educate the public on the safety of flying.

Subject matter experts (SME’s) will begin the conversation by addressing the unique safety and security challenges facing events operators, law enforcement and first responders at events due to possible incidents. An open dialogue will follow with the SME’s and audience on exploring various regulation policies, protective measures, and information sharing capabilities.

During the Forum, attendees will be introduced to the educational campaign “Know Before You Fly” that provides prospective users with the information and guidance needed to fly safely and responsibly. The campaign was founded by the three leading organizations with a stake in UAS safety, which includes: the Association of Unmanned Vehicle Systems International (AUVSI), the Academy of Model Aeronautics (AMA) and the Small UAV Coalition. The Federal Aviation Administration (FAA) is partnering with the founding members to spread the word about safe and responsible flying.

The use of drones for illegal purposes presents genuine concerns for event operations. At the conclusion of the Forum, two abbreviated tabletop exercises will be conducted to illustrate the incident command process used by two stadiums. Emphasis will be placed on the venue preparation: staff education, protective measures; general security response, game/event day response and drone alert procedures.
