David Bailey Adelaide City Council David Bailey is a Certified Practicing Planner with the Planning Institute of Australia and has over 25 years planning experience. David started out in social planning with Wendy Sarkissian, and then spent 3 years in the early 1990’s at the City of Adelaide working on the then City Plan Review. David then worked at what is now the City of Charles Sturt in policy, strategy and assessment. In 2004, David returned for his second ‘tour of duty’ at the City of Adelaide, where he is currently a Senior Policy Planner working in the placemaking team. Martin Blackwell Chief Executive Charity Retail Association Having experienced commercial life in several towns as a general manager with retailer W.H.Smith, Martin moved onto a new challenge as Town Centre Manager for Great Yarmouth. During his time there, he built one of the strongest town centre partnerships in the country with over 150 members – a forerunner to BIDs. From 2002 - 04 he was Chief Executive of Action for Market Towns Action, a “mainstreet” national network and membership organisation dedicated to promoting the vitality and viability of small towns. Martin was appointed to the newly created role of Membership Development Director at the ATCM in April 2004 to work across the UK, in tackling the challenges they face and providing a national focus for action on issues affecting them. He was Chief Executive from 2010 -2014 and oversaw the development of ATCM as a not-for profit, mutual organisation that is owned by its members, into a unique organisation with a membership that spans the private, public and third sectors. As the largest organisation of its kind, ATCM has become an influential voice for the town and city management community, and as a widely respected authority on policy, innovator of research, and best practice example of partnership working and cross sector engagement, which focuses on the creation, development, and management of vibrant and viable town and city centres. In January 2015, Martin took up a new challenge to lead the Charity Retail Association. Generating almost £300m per year in profit and harnessing the skills of more than 200,000 volunteers nationwide, charity retail promotes charitable causes and an environmentally sustainable retail experience. The Charity Retail Association is the only body in the UK that represents the interests of charity retailers. They have 380 members with, between them, over 7,800 shops.
He has been a Director of the International Downtown Association and on the Board of Best Bar None in the UK, the National Skills Academy for Retail Advisory Board and the Government’s Future High Street Forum. | |

Tim Ennis Traffic/Civil Engineer Tonkin Consulting Tim is a Civil Engineer, and completed his degree between the University of Adelaide and the Technical University of Denmark. Having completed his degree at the end of 2011 and joining Tonkin Consulting, he has gained experience in a range of local road planning and design, engineering design, including stormwater drainage modelling, and construction supervision. Tim has recently completed various road / traffic related projects including: • Concept and detailed design of Prospect Road (Stage 3 – Way Terrace to Grand Junction Road). • Master Planning of Richardson Place, Roxby Downs, and • Concept and detailed design of Bridge and Sixth Streets Murray Bridge. Melanie & Dean Flintoft Directors Australian Fashion Labels Growing up in a family who ran a successful Adelaide-based fashion agency, Melanie Flintoft’s career in fashion is incidental. She began sourcing quality garments for her early chain of Adelaide retail stores Loco (now Birdcage Boutique), inspiring her to eventually create her own label, Little Potty Red Shoes, in 2002, which was high-end, locally-made and sold nationally. Assisting Melanie on with the finance and logistics side of the label was Dean Flintoft, a seasoned businessman whose qualifications in Economics, Accounting and Politics led him to accounting, sales and marketing management roles for multi-national corporations. These included Electrolux, parent company to appliance manufacturers including Westinghouse and Simpson and Steinhoff Australia, parent company to furniture manufacturers including Freedom and Captain Snooze. Focusing on accessible, on trend and affordable women’s garments, Melanie and Dean perfected a unique business model that featured monthly collections that were targeted to a young, female demographic with an expendable income. The success of Finders Keepers saw the introduction on new labels Cameo, in 2010, Keepsake, in 2011 and Jaggar and The Fifth in 2014 – with advanced contemporary womenswear label TY-LR scheduled for a mid-2015 release and footwear and menswear for early 2016. Gordon Reid Managing Director Carlogie Ltd - Scotland Gordon was a pioneer of the town centre management movement in the UK in the 1980s and is now its most experienced place management practitioner with over twenty seven years’ experience. After managing 4 cities in Scotland and England, he set up his consultancy, Carlogie Ltd in 2013 to advise on the management and regeneration of town and city centres. He established management arrangements for Dundee and Perth city centres and became the inaugural Chief Executive of the Edinburgh City Centre Management Company. He then moved to England to manage the city centres of Manchester and Oxford. In each of the cities, he left a strong legacy of innovative projects and economic growth. In addition to managing specific city centres, he has developed a role in the industry as a respected strategic thinker and international advocate for town and city centres. He has played a leading part in the development of the movement through his contributions via non-executive roles in the Association of Town and City Management. A member since its inception in 1991, he has been elected to 6 positions of responsibility, most recently topping the national poll of members to secure a seat on the Advisory Council. He has also been a member of the board on two occasions, Chairman in Scotland (twice) and Chair of the South East of England region.
Gordon was a member of board of directors when business improvement districts were identified as the best means of achieving a sustainable business model for town centre partnerships. He was re-elected to the board and played a part when legislation was first introduced into the UK (in England) in 20004.
