Facility Visit *

Overview


On Friday 26 October, delegates will have the opportunity to visit a variety of facilities in Montréal to gain a greater understanding into the delivery of prison and conditional release services. The programme will include visits to prisons and premises, which provide residential housing to offenders in the community. A detailed agenda for each visit will be available soon. A brief overview of each of the sites is included. Please be aware that some details may be subject to change.

COMMUNITY RESIDENTIAL FACILITIES (CRF)


 

Maison St-Léonard

The Maison St-Léonard is a component of Corporation Maison Cross Roads, a not for profit organization affiliated with the Association des Services de Réhabilitation Sociale du Québec, St-Léonard Society of Canada and other organizations with a similar mission.

The primary purpose of Maison St-Léonard is to provide a structured release program for inmates transferred from federal penitentiaries. Residential and supervision services are provided for offenders released on day parole, full parole, statutory release and unescorted temporary absences.

Staff at Maison St-Léonard offer a humanistic and individualized approach to social reintegration. Services are offered in both French and English, which makes this community resource unique.

La Maison Thérèse-Casgrain

The Société Elizabeth Fry du Québec is a community organization founded in 1977. Their mission is to help women who have problems with the criminal justice system and who are determined to change.

In 1980, the Société Elizabeth Fry du Québec opened La Maison Thérèse-Casgrain, the first halfway house for women in Quebec. While the house is in the Notre-Dame-de-Grâce neighbourhood of Montreal, it serves the entire Montreal region as well as the southwest part of the province. Approximately 100 women in the process of reintegration into society are housed in La Maison Thérèse-Casgrain each year. The house is financed in large part by the Correctional Service of Canada as well as les Services correctionnels du Québec.

La Maison Thérèse-Casgrain can welcome up to approximately 40 women for stays that range from several weeks to several months. The residents can be referred by the Établissement Leclerc de Laval (provincial prison), Joliette federal penitentiary, or community correctional workers.

 



FEDERAL INSTITUTIONS


 

Federal Training Centre
6099 Lévesque Boulevard East, Laval, Quebec, H7C 1P1

The Federal Training Centre (FTC) is a medium and minimum security federal facility for men. It is located in Laval, Quebec. The FTC is the oldest institution still in operation in the Quebec Region. Initiated in 1932, the institution received its first inmates in 1952.

In April 2014, the FTC was merged, hence the two civic addresses: one multi-level security (minimum/medium) site, and a second minimum security site (formerly Montée-St-François Institution). FTC-site 6099 is based on an open-campus design model. FTC-site 600 is based on an axial design model.

The FTC can accommodate 804 inmates. More specifically, FTC-site 6099 has a cellular capacity of 511 beds, 374 medium and 137 minimum, which are integrated into a dwelling unit as well as into 5 cellular pavilions. FTC-site 600 has a capacity of 293 beds, which are integrated into 3 dwelling units and a cellular block

Federal Training Centre

Regional Reception Centre

The Regional Reception Centre (RRC) is a multi-level security facility for men. It is located in the city of Sainte-Anne-des-Plaines, Quebec. The RRC is located on the same property as Archambault Institution and the Regional Mental Health Centre. The RRC is located about 30 kilometres northwest of Laval, Quebec.

The RRC was opened in 1973, and includes the Reception Unit, the Maximal Security Unit and the Special Handling Unit (SHU) (open since 1984).

The RRC receives all offenders sentenced to two years or more in the Quebec Region for the initial assessment. This process allows CSC to assess the inmate’s risk, establishes program-level needs, and transfers them to a penitentiary that meets the security level that has been assigned to them. The RRC has a capacity of 336 beds.

In addition, the SHU is a distinctive unit of the RRC that houses high-risk offenders that cannot be managed in a regular maximum institution because of the risk they represent. The SHU has a capacity of 90 beds.

The RRC also coordinates all regional inmates’ transfers, air transportation between the Quebec and Atlantic Region, as well as international transfers when required.

 

Archambault Institution

Archambault Institution is a clustered facility with medium and minimum security units for males, located in the city of Sainte-Anne-des-Plaines. Archambault Institution is on the same site as the Regional Reception Centre.

Archambault has been a clustered facility since April 2014. The medium unit is based on a radial design model and the minimum unit is based on a residential design model. Previously, the medium and minimum units were two distinct institutions, which opened in 1969 and 1968 respectively. The medium unit is made up of three separate blocks, two of which have 142 cells and hold regular medium security male offenders as well as post-suspension detainees. The third unit is the Regional Mental Health Centre. The regional hospital is also part of the structure of the institution welcoming inmates from all institutions in Quebec as an alternative to hospitalization, convalescence and palliative care.

The minimum security unit has a capacity of 215 offenders, offers specialized services for Aboriginal offenders and various pre-release programs. The medium security unit has a capacity of 284 offenders.


 

Joliette Institution

Joliette Institution for women is located in Joliette, Quebec, about 80 kilometres north of Montreal, and has been operational since January 1997. It is one of five regional facilities for women across Canada. It is a multi-level security institution with a capacity of 132 offenders.

In the fall of 2001, the Structured Living Environment (SLE) in Joliette Institution opened. The SLE provides a therapeutic, multidisciplinary treatment approach for minimum and medium security women offenders with mental health concerns. In 2015, two units were added in the context of the Intensive Intervention Strategy for Women in order to respond to the security and mental health needs of women offenders who cannot be managed within the general population. The SLE has a capacity of 12 offenders.

The Secure Unit in Joliette Institution is a maximum security unit where women offenders are housed in cells requiring closer monitoring. The unit has a capacity of 20 offenders. The Regular units are ten residential buildings in which minimum and medium security offenders from the general population are housed. Each unit has a capacity of ten offenders.

 

Drummond Institution

Drummond Institution is a medium security facility for men. It is located in Drummondville, Quebec, some 100 kilometres northeast of Montreal.

Drummond Institution was opened in 1984, and was built on an open campus model.

Inmates are housed in six residential units with a capacity varying from 58 to 62 beds, one of these units is comprised of three cells adapted for clients with a disability and also an isolation unit comprised of 21 beds. The institution’s rated capacity is 369 beds.


 



PROVINCIAL INSTITUTIONS
 



Sorel-Tracy Detention Facility

Sorel-Tracy Detention Facility, located in the city of Sorel-Tracy, approximately 90 km east of Montreal, is a multi-level security facility. Under the jurisdiction of the Quebec Ministry of Public Security, it accommodates adult men in pre-trial detention or those sentenced to a term of imprisonment of less than two years.

The new Sorel-Tracy Detention Facility opened on May 23, 2017. It replaces the old Sorel Detention Facility, which will be handed over to the Société québecoise des infrastructures.

The facility, which includes eight housing pavilions, meets the current prison standards, specifically with regard to safety installations and equipment. It also provides an improved working environment for correctional services officers and other staff members.

The new facility also provides better management of the prison population with additional capacity for 212 more beds, increasing from 88 to 300 beds.

The new pavilion-type building can better meet functional requirements and safety needs.

 

Rivière-Des-Prairies Detention Facility

The Rivière-des-Prairies Detention Facility is located in the Rivière-des-Prairies borough of Montreal, at the northeast end of the island of Montreal. It is a multi-level security facility operated by the Quebec Ministry of Public Safety that houses adult men who are mostly on remand.

The Rivière-des-Prairies Detention Facility opened in 1996, replacing the prevention centre located in the Sûreté du Québec building on Parthenais Street, in Montreal. It is a pavilion-type detention facility with a capacity of 541 beds. The facility is known for being the hub of the Quebec correctional network, receiving a high number of admissions (over 13,000) annually.

It is also known for its ability to manage individuals who pose a high security risk and/or a high risk of escaping. For the last two years, the institution has been at the forefront of implementing video appearances for inmates using a model that is currently being repeated in several of the network’s institutions.
