Over the past few years, Europe has been shifting away from manufacturing and losing ground to international competitors. Currently, industry accounts for only around 16% of EU GDP and the European Commission has set a goal for that share to rise to 20% by 2020. What macroeconomic conditions are needed for Europe’s industry to start growing again? What are the priorities in structural reforms and what progress has been made in tax, labour and product markets reforms? Can policies be tailored to respond to the unique conditions of individual countries? How can different countries’ individual strengths be combined to restore European competitiveness?
