Harmonized System
27 June -1 July (4.5 days, 2 topics)
Correct and uniform application of the International Convention on the Harmonized Commodity Description and Coding System (Harmonized System or HS) in an efficient manner facilitates international trade and investment and promotes compliance with fiscal and trade rules or laws. This one-week course will provide you with a strong understanding of HS foundations, with particular focus on the 2017 HS amendments and the most complex and problematic questions regarding the classification rules for “parts”, sets and composite goods, as well as articles in the high-tech area, General Interpretative Rules 1, 3 and 6 and Section XVI.

Harmonized System Topic 1
27-28 June (2 days)
This part of the course will introduce you to the fundamental principles and elements of the HS and General Interpretative Rules. You will learn how the HS may be amended and how you can influence the outcome. You will review with our experts the application of General Interpretative Rules 1 and 6 and find out how to classify complex articles in the high-tech area. You will look into the specific classification rules for “parts” and have a thorough review of Section XVI.

Harmonized System Topic 2, including 2017 HS amendments
29 June - 1 July (2.5 days)
The second part of the HS course will pay particular attention to the classification of composite goods and sets. You will learn more about the application of General Interpretative Rule 3 and the relationship between the Harmonized System and Customs tariff rates and international agreements that may be linked to classification. A large part of the course will be dedicated to the 2017 HS amendments.

Rules of Origin
4 - 5 July (1.5 days)The course is focused on recent trends in Rules of Origin and preferential trade arrangements. It will introduce the general aspects of Rules of Origin, including their economic implications and key concepts (e.g. origin criteria, cumulation, territorial requirements, certification, and verification). You will learn about the Trans-Pacific Partnership (TPP) and about recent trends in European preferential trade arrangements. The exercises on Rules of Origin will give you an opportunity to practice your skills.

Customs Valuation
5 - 6 July (1.5 days)
This course will take you through key aspects
of the WTO Valuation Agreement and its central issues for Customs and business
in global trade. It will start with a refresher on high level principles of
Customs valuation, and cover the trends and ongoing issues being discussed at
international level and the main challenges for Customs and business in
applying the Agreement. The course will also include valuation issues relevant
to multi-nationals, such as the relationship between Customs valuation and
transfer pricing and royalties and licence fees.
