Arne Ansper, born in 1970, has been working for Cybernetica as a programmer, system architect and most recently, as a development manager, since 1994. Arne holds a Master of Science degree in System Engineering from Tallinn Technical University. Over the years Arne has been involved in development of the communication security products like firewalls and VPNs, time-stamping and digital signature technology, security-critical distributed systems and governmental information systems including customs information systems. Arne designed the architecture and managed the development of X-Road – a secure communication layer to connect Estonian governmental information systems. X-Road is annually processing more than 230 million service requests and forms the backbone of the Estonian e-Government. Since 2003 Arne has led the Cybernetica team working with Estonian Tax and Customs Board. Numerous successful projects include ASYCUDA++ modernization, EU accession, EURO-zone accession and development of the complete new customs information system including the full ECS, ICS and NCTS connectivity.
