Douglas Bailey (Douglas.Bailey@ams.usda.gov) US Dept. Agriculture, USD. Mr. Douglas C. Bailey serves as the Chief Information Officer (CIO) for the Agricultural Marketing Service (AMS), an agency of the United States Department of Agriculture. He provides technology services and guidance to all agency business units including grading programs for beef, poultry, and fruits and vegetables; market news services for agricultural producers; and commodity purchase programs for school lunch and international feeding programs. In 2000, Mr. Bailey took the lead to create an industry-sponsored business-to-business data standards consortium to facilitate Internet-based supply chain trading for the meat and poultry industry. This trade association, known as mpXML, assists meat and poultry producers and retailers with the adoption of global standards to facilitate electronic commerce and provide global product identification and classification. Additionally, Mr. Bailey currently serves as the Chair of the International Trade Data System Product Information Committee. This committee seeks to integrate global e-commerce standards into the customs clearance process to efficiently and effectively review and release imported and exported products at US borders. Mr. Bailey has over 30 years of Federal Service, all with USDA. Mr. Bailey received his B.S. in Biology from Towson University and a M.S. in Botany from the University of Maryland. His efforts with USDA have been recognized by numerous awards, including the Department’s Honor Award for Distinguished Service.
