Paul-Hervé manages the operation and evolution of the European Information Systems underpinning the Tax policy of the European Union. He has a 15 years experience in architecturing & delivering Interoperability between the IT systems of the EU Member States both in the area of Taxation and Customs. Examples of systems are the New Computerised Transit System, the Excise Movement Control System, the VAT Information System on Europa. His bias for interoperability versus centralisation for multilateral information systems results from the numerous & complex challenges that he had to address during his specific experience. Paul-Hervé cared as well for the international extension of these systems and developed a "hands on" experience on the specific issues raised by these projects. He has been appointed as one of the two representative of his Directorate General to the GNC Ad Hoc Group under the WCO umbrella. He joined the European Commission in 1989 and was then appointed project manager for the IT segment of Intrastat, the internal trade statistics collection system of the EU. Before, he worked in the IT service industry delivering IT consultancy to power utilities. He holds a PhD and an engineering degree in Electro Mechanics.
