Mr Fong graduated from Oxford University, UK in 1987.
After completing his
National Service as a Naval Officer, he started his civil
service career in the Ministry
of Communications in 1989. He was involved in the first
big public sector privatization
exercise involving the then Singapore Telecoms.
He was posted to Ministry of Defence in 1991, where he
headed departments
responsible for the Defence budget and personnel
management of the armed forces.
In 1996, he was posted to Ministry of Finance. He was
appointed Director
(Taxation), responsible for formulating taxation and
revenue polices. He attended the
Programme for Management Development at Harvard Business
School in 2000.
From 2001 to 2003, he was appointed Director of Singapore
Immigration and
Registration (SIR) Department.
From 2003 to 2005, he was posted to Ministry of Home
Affairs to form a new division
dealing with homefront security. He was awarded the Public
Administration Medal
(Silver) in Aug 2003 for the role he played in combating
SARS in 2003.
In 2005, Mr Fong was posted to Ministry of Finance to
head the Managing For
Excellence directorate which implements public
sector-wide improvements and
change initiatives. He worked on various public
service-wide initiatives such as the
renowned Singapore government e-Gov programme UEN, and
setting up of the first
public sector shared services centre, Vital.org.
With effect from 1 Jan 2008, Mr Fong was appointed Director-General
of Singapore
Customs. He was conferred a second Public Administration
Medal in 2010.
Mr Fong is married and has one child.
