Bio

Mr. James Kuleiye was born on 1st July 1962, in Moshi Tanzania and he is married and blessed with three children. He obtained his first degree in Economics (BA. Econ) from the University of Dar es Salaam in 1988.  Mr. James Kuleiye was first employed by Customs Department as Collector Trainee in 1988, and rose to the post of Principal Revenue Officer Customs in the year 2000. In the year 2000-2001, Mr. Kuleiye obtained a Masters Degree in Fiscal Studies from University of Bath (UK).  Mr. Kuleiye has been a seasonal customs administrator, as he had worked in almost all the important customs desk in the Tanzania Customs Services. In July 2003, Mr. Kuleiye joined a regional organisation, namely East African Community Secretariat as a Customs and Trade Expert with a responsibility to coordinate and guide the negotiation for the establishment of the East African Community Customs Union.  The EAC Customs was established in 2004 and became operation on 1st January 2005, whereby Mr. Kuleiye was tasked to head the Procedures and Facilitation department in the Directorate of Customs and Trade in the EAC Secretariat.  Mr. Kuleiye has participated in various training and forum on Customs Technique and Admnistration.
