Mr. Rodgers has developed and launched several industry wide transportation and supply-chain systems. He has been with Unisys for 29 years and has been involved in Missile Weapons Systems, Shipboard Signals Intelligence, Special Forces Mission Planning, RFID, In Transit Visibility, Asset Management, Cargo Management, and Border Security solutions. The supply-chain systems include RFITV, In Transit Service Manager, and Cargo Portal Services. He worked to establish the functional baselines for Cargo 2000 and implemented the first Cargo 2000 compliant system. His experience with RFID, GPS tracking, and Track-N-Trace systems has been instrumental in improving operations for several large cargo operators. His systems are in use by 11 airlines and over 1500 freight forwarders. RFITV has been in operation for 16 years and was started at the conclusion of Operation Desert Storm to solve the logistics and supply chain problems. The program supports engineering, software lifecycle, training, testing, fielding, deployment, maintenance, and first responder teams.

Cargo Portal Services (CPS) is an air cargo booking portal. This unique cargo booking engine extracts in real-time the current availability and rates from the air carriers. The service includes Track-n-Trace functionality with updates to customers, forwarders and carriers. The service also has an interface with various Customs organizations to achieve pre-clearance for shipments. The Western Hemisphere Travel Initiative program involved the installation of RFID and License Plate Reader (LPR) technology and solutions at the land border crossings in the United States. The functional objectives were to improve officer safety, increase national security and improve the flow of traffic into the US. Mr. Rodgers oversaw the successful deployment of the technology and achieved the functional objectives for the Customs and Border Protection agency.
