Duncan Rotherham is a vice president and director of ICF’s consulting operations in Canada. Since 1969, ICF’s 5,000 employees have been serving government, major corporations, and multilateral institutions from more than 70 offices worldwide. Over the last 19 years Mr. Rotherham has provided a wide range of energy and environmental services to both government (provincial and federal), industry and financial institutions. Of relevance to this panel he has been involved in the design, implementation and analytics related to carbon policy and energy markets around the world.
