LAN Driver Performance Improvements

Description
LAN drivers need substantial upgrades especially with 10 gbit/sec LAN devices, and 40 gbit/sec and faster devices on x86 systems. The upgrades involve better use of system memory, simplification of driver design and error handling, increased performance by allowing use of common NIC offload features. In addition, counters and diagnostic tools will be substantially improved and new virtual devices will allow implementation of some of the special test functionality available in the LAN drivers (the delay tool functionality, and performance monitoring). These LAN driver improvements are planned for IA64 and x86 systems.
