Mr. Toshihiko Miyasaka is President and Chief Executive Officer of NACCS Center, Nippon Automated Cargo And Port Consolidated Systems, Inc., that is the government-funded entity and operates NACCS, the joint use system by public and private sectors.

NACCS Center was established in 1977 by joint public and private sector investments as the authorized corporation of Japanese Government, and designated as the incorporated administrative agency in 2003.  Later, NACCS Center was privatized in 2008.

NACCS plays a role of a comprehensive logistics information platform in international distribution, by both dealing with trade-related administrative procedures as a National Single Window and supporting cargo operations for private sectors. 

After his assumption of office in 2013, Mr. Miyasaka takes the strong leadership in exploring new business in cross-border information exchange, customer solution, and utilization of big data.  And, Mr. Miyasaka has positively engaged in re-forming staff consciousness and the organization to grow the company to be a progressive service provider.  Mr. Miyasaka contributes to various international activities, like PAA, Pan-Asian E-Commerce Alliance, as one of the major members.

In 2014, Mr. Miyasaka leaded the launch of the new system for the 24hr Advance Filing Rules on maritime container with Japan Customs, by collaborating with foreign Service Providers.  And, in 2014, he also directed the new ODA-related support project with JICA, Japan International Cooperation Agency, for the introduction of NACCS-Style Single Window System in Myanmar following the completion of the similar project in Vietnam in that year. 

Prior to joining NACCS Center, Mr. Miyasaka was involved in non-life insurance industry for 37 years at NIPPONKOA Insurance co., Ltd., with a specific focus on transportation and logistics sector.  From 2006, he played a senior director and managing executive officer, and made active efforts in relationship building with major accounts in order to provide insurance service that was best for them.  Moreover, he dealt with wide range of international projects such as new business development, international M&A and technical assistance to foreign insurance companies in developing countries.
