Trevor Luker Trevor Luker is a co-founding Director at the
LHAA and joined the company in July 2013. He is also a board member of Vision
Workforce Skills Limited (a subsidiary of West Nottinghamshire College) and
also a member of the Association of Employment & Learning Providers
Strategic Forum. He previously held the post of Managing Director for
Pearson Work Based Learning in the UK having previously held the
post of Commercial Director for the Awarding Organisation Edexcel (a Pearson company). He has also managed Edexcel's
International’s business, was Chair of Awards UK, a joint venture
company between Edexcel and SQA. He has a wide-ranging experience
in devising and implementing business strategy, driving strategic and organisational
change and delivering operational excellence and consistently achieving growth
within market leading organisations. He has also worked in the UK and
overseas and holds a Masters in Business Management and has lectured on
Business Studies

Stewart Segal Stewart Segal was appointed to the role of AELP Chief Executive in June 2013. He has worked in the funded work based learning sector for over 20 years and in particular has supported AELP since its formation.
Previously, Stewart worked as an independent consultant within the training sector, working with a number of training providers and colleges specialising in business development and funding issues. Following a background in HR and general management in the private sector Stewart, joined Hertfordshire TEC in 1994 as Chief Executive. He also worked at the TEC for 4 years prior to joining Spring Skills as Chief Executive in 1998. Spring Skills was then the largest independent training provider in the sector involved in the delivery of a range of programmes in the service sectors such as retail, customer services, hospitality and business administration. Stewart is also a Director of the Talent Foundation a not for profit network of organisation committed to the development of talent at work. |

Helen Pickering Chartered FCIPD Helen is part of the Apprenticeship Standards and Reform team at the Skills Funding Agency, supporting Trailblazer employer groups to develop Standards and Assessment plans. She brings extensive Apprenticeship knowledge and experience to the role gained in employer facing teams in the National Apprenticeship Service and Partnership roles in the Learning & Skills Council. She has 12 years experience in HR roles and is a Fellow of the Chartered Institute of Personnel and Development. |

Hilary Hall Hilary Hall is the Chief Executive of the National Hairdressers’ Federation, the UK’s largest trade association for salon owners, the employers in the hairdressing, barbering and beauty industries. The NHF aim is to help members build successful, sustainable and profitable businesses, through its range of highly valued member services and campaigning on issues which affect members and their businesses. She was formerly Director of Membership and then Director of Customer Services at the Institute of Leadership & Management, a leading qualifications awarding organisation and professional body with 25,000 members. She was Executive Director for Lantra Awards, a subsidiary of Lantra Sector Skills Council and previously worked for OCR. |

Lynda Whitehorn Lynda joined VTCT (Specialist Awarding
Organisation for Hairdressing and Beauty Therapy) in 2010, having spent 12
years teaching in further education but 35 years in the hair industry. Over the
last five years Lynda has worked tirelessly to put VTCT on the map not only for
innovative new hair qualifications but to improve the approach to CPD for hair
and beauty assessors, through a pilot project that the VTCT charity has funded
called, ‘Trade Testing’. This project is looking into the possibility of
replacing the current requirement of 30 hours per annum (pro rata) of CPD
required by hair and beauty assessors, with a single trade test. Innovative, not
really, commonsense, certainly!
Lynda is not only a very proud state
registered hairdresser and passionate about the hair industry, she is also the
current Chair of the Hair Council (HC). The HC hold the government mandate for
voluntary registration, but the active campaign to turn this voluntary register
into a mandatory register for all hair professionals, is gaining momentum and
support daily. |

Tim Chewter Tim joined AELP full time in 2010 as a Researcher, providing both an internal and external research function for AELP. As well as undertaking research into the demographics and representation of its membership, Tim also undertook a number of research studies focusing on skills funding, qualifications, teaching, learning & assessment, supply chain practises, Ofsted grading, Apprenticeship reforms and workforce data. This research has been used among government agencies to influence and inform key policy decisions as well as highlighting the support needs of the sector. A further two recent studies were conducted looking at the support needs of staff involved in Traineeship and Apprenticeship delivery. Tim’s current role as Research & Project Manager led him to manage the £700k Apprenticeship Application Support Fund in 2013, enabling providers to engage and support young people who had previously been unsuccessful in applying for an Apprenticeship. In recent months, Tim has been heavily involved in the management and coordination of the £2.5m Traineeship and Apprenticeship Staff Support Programmes, commissioned by The Education and Training Foundation. Tim is part of the delivery team at AELP and is the policy lead for Offender Learning. |
