Andrew Arida is the Associate Registrar, Student Recruitment & Undergraduate Admissions at the University of British Columbia. Andrew joined UBC in 1996 and has worked in various positions in prospective student recruitment, undergraduate admissions and enrolment management. Andrew holds a Bachelor of Arts in Psychology from the University of Calgary and has just completed a Master of Arts in Higher Education from UBC. His research focuses on the effects of different admission criteria (including broad-based admissions) on shaping a first-year class. Andrew has been the Vice-President of ARUCC since 2013; he also sits on the Admissions Committee for the BC Council on Admissions and Transfer and the International Baccalaureate College and University Recognition committee.

W. Matthew Bemis

Matt Bemis, an Associate Registrar at the University of Southern California, is responsible for the Degree Progress operations for the University.  He serves as the administrator over the Degree Audit and Transfer Credit applications, is responsible the certification of student athlete academic eligibility, and is the project lead for the electronic data interchange (EDI) initiative at USC.   He currently serves as Past Chair for the AACRAO SPEEDE Committee, is co-chair for the PESC Education Records Users Group, is very active in the PESC Global Institution Code initiative, and serves on the PESC Board of Directors.  Matt has been active within the AACRAO community for more than 20 years, and has served on the AACRAO SPEEDE Committee for more than six years.

Elizabeth Campbell-Dorning

Elizabeth Campbell-Dorning is the Acting Branch Manager, International Mobility, in the Australian Government‘s Department of Education and Training. 

Ms Campbell-Dorning is responsible for policy and program leadership that enhances student and labour mobility through Australian Government scholarships, fellowships and grants and the recognition of qualifications, including international engagement relating to qualifications frameworks. She is also responsible for strategic policy engagement and collaboration on education and research strategic engagement with the Americas, Middle East and Africa, in addition to leading Australia’s education engagement with APEC and UNESCO. 

Ms Campbell-Dorning leads regional implementation of the UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education, chairs the drafting committee of the UNESCO Global Convention on the Recognition of Qualifications in Higher Education and is Australia’s representative on the ASEAN Qualifications Reference Framework Taskforce.
 
Michael Catchpole

Michael Catchpole has extensive experience in business and association management and in government, media and community relations. Michael was Chief Executive of the Australasian Institute of Mining and Metallurgy (AusIMM) from 2007 to 2016 and previously was Chief Executive of the Plastics and Chemicals Industries Association (PACIA).

He worked as a political journalist and producer in ABC TV news and current affairs and with metropolitan daily newspapers in the period 1981-1996. As an independent consultant, he has provided project and issues management services to the private sector and to government departments and agencies.

Dr. Lei Chaozi was responsible for the daily work of Professional Title Reform Office in Ministry of Education, “Chang Jiang Scholars Program” Office and Industry-University-Research Collaboration Leading Group Office of Guangdong Ministry of Education. He committed himself to human resource development & management, Industry-University-Research collaboration and graduates employment and entrepreneurship and other work, with all the profound accumulation he published more than 30 academic papers. In the meantime, he participated in the research and drafting of a series of important policies and regulations, such as professional title reform, personnel system reform and science & technology management reform in educational system.

From March 2001 until December 2013, Mr Che was successively appointed as Deputy Director and then Director of the International Cooperation Division of CSCSE which organized the annual China International Education Exhibition and the annual China Study Abroad Forum. He developed international collaborative projects which included more than 50 universities in China and 80 from overseas. Mr Che has been deeply involved in policy advising and research for ministerial regulation of cross-border education. He is responsible for organizing the experts panel for reviewing new applications for jointly run Chinese and foreign programs in China. From 2007 to 2011, he was appointed as one of the chief researchers of a research project sponsored by the Ministry of Education of China. The topic of the research was The Research of the Quality Assurance System of Cross-Border Education in China. He published approximately 10 articles in the field of international education in core academic journals.

The main goal was to ensure that granted funds were allocated lawfully. My efforts to optimise these processes resulted in a new way of verification using digital means instead of paper forms. As a result, a substantial reduction of administrative burden was achieved. Andy is the founder and CEO of Digitary, an international provider specialising in the secure digital certification and exchange of student achievement. Digitary technology is used in over 40 countries to verify the achievements of legitimate students and graduates online. A former lecturer in Computer Science, Andy has a keen interest in information security and has designed enterprise software systems for the Higher Education and Financial Services sectors. His work has informed the EuroLMAI and UK HEAR technical specifications, and he continues to collaborate with international partners through RS3G and the Groningen Declaration Network.
 
Ms Adrienne Fricke
Senior Fellow, Harvard Humanitarian Initiative
Adrienne studies policy initiatives to improve access to higher education for refugees and displaced people, and is a consultant specializing in human rights and refugee-related issues in the Middle East and Africa. Since 2007, she has worked with Physicians for Human Rights, serving most recently as Syria Advisor, and from 2006-07 was a Clinical Fellow at Harvard Law School’s Human Rights Program. She is a co-creator of the Article 26 Backpack project, a tool for refugee and vulnerable student educational mobility, and co-author of a series of studies by the Institute of International Education and the UC Davis Human Rights Initiative evaluating the impact of the Syrian conflict on access to higher education in Syria, as well as in Jordan, Lebanon and Turkey. Adrienne holds a J.D. from the University of Pennsylvania, an M.A. in Near Eastern Studies from New York University, and a B.A. in African Studies from Yale University. She has lived and worked in Syria, Egypt and Lebanon and is fluent in Arabic and French.

Professor Margaret Gardner AO

Professor Gardner became President and Vice-Chancellor of Monash University on September 1, 2014. Prior to joining Monash, she was Vice-Chancellor and President of RMIT from April 2005 until August 2014. She has extensive academic experience, having held various leadership positions in Australian universities throughout her career, including at the University of Queensland and Griffith University. Armed with a first class honours degree in Economics and a PhD from the University of Sydney, in 1988 she was a Fullbright Postdoctoral Fellow spending time at the Massachusetts Institute of Technology, Cornell University and the University of California, Berkeley. Professor Gardner is Deputy Chair of Universities Australia and a Director of the Group of Eight Universities. She is also a Director of Infrastructure Victoria and the Australia and New Zealand School of Government, and was recently made a member of the Prime Minister and Cabinet Inclusion and Diversity Committee.

Victoriano Giralt

Mr Victoriano Giralt, is the President of the Stichting Groningen Declaration Network Board. In 2016 he became the CIO at the University of Malaga, Spain, where he also holds the position of ICT Director. Mr Giralt has held numerous IT positions at the University since 1995 when he took up the role of systems programmer. He has more than 30 years’ experience as a systems administrator for Unix/Linux and VMS and can program in several computer languages. He chairs the Andalusian Universities Confia Identity Federation Technical Committee and is a member of the Spanish NREN Identity Federation Advisory Committee and the European Committee for Academic Middleware. He is a PhD candidate and his longstanding interest in information technology is reflected in the title of his thesis “A Secure and Distributed Infrastructure for Health Record Access”. A qualified English teacher and translator, Mr Giralt completed an MD at the University of Malaga.

Carlos Gonzalez-Sancho

Mr González-Sancho’s work focuses on promoting innovation policies in the education sector, mainly in relation to technology-enhanced teaching and learning and knowledge management practices. Carlos is responsible for the data collection and analysis of the international CERI survey on longitudinal information systems in education. He is also involved in the CERI project exploring how to foster and assess creative and critical thinking skills in school and higher education settings, and in work on Open Educational Resources. Carlos holds a PhD in Sociology from the University of Oxford, a MA in Social Sciences from the Juan March Institute, and a BA in Humanities from Universidad Carlos III de Madrid. In the course of his studies he was a visiting Fulbright Scholar at Princeton University. Before joining the OECD, Carlos worked as a language and history teacher for international student exchange programs and as a management consultant in London.

Charmaine Hack

Charmaine Hack was appointed Registrar at Ryerson University in May 2013. Her twenty-seven year career career in higher education has included senior leadership roles in student recruitment and communications, client services, student housing and nine years as executive director of admissions and recruitment at Ryerson University. Currently, she is vice-president of the Ontario Universities Registrar's Association (OURA) and secretary of the Ontario Universities' Council on Admission (OUCA). She served five terms as chair of the Ontario Universities Fair organizing committee, and was appointed to the provincial task force that created the current OUF Steering Committee structure. Charmaine also served two terms as Chair of OUCA, and four years as elected staff representative on the Ryerson University Board of Governors. She holds a BA from the University of Toronto and a M.Ed. from the Ontario Institute for Studies in Education.

She is an active researcher, with six books and $18 million in grants to her name. She was a key driver with the head of Philanthropy in developing the Tuckwell program and has a particular interest in providing support for outstanding students and citizens from any background to reach their full potential. In 2016 she was awarded Principal Fellowship of the Higher Education Academy, recognising her sustained record of effective strategic leadership in academic practice and academic development as a key contribution to high quality student learning.
She is Chair of the Tuckwell Scholarships Board, the Freilich Foundation Board, National Secretary of the Rhodes Scholarships for Australia and a member of the Office for Learning and Teaching's Expert Advisory Group

Mr Rolf Lofstad

Mr Lofstad started his career in international education and recognition at the University of Oslo where he worked with admission of foreign students and recognition of foreign academic credentials. He moved on to a national information service giving advice on recognition of foreign education until NOKUT – his present employer, the Norwegian Agency for Quality Assurance in Education – was established in 2003. The information service was then changed into a unit giving formal academic recognition. NOKUT is also the Norwegian ENIC and NARIC office. Mr Lofstad has been involved in recognition policy development both at home and internationally for a number of years. He is Deputy Head of Foreign Education.

Michele has worked in the education sector for over thirty years in vocational and higher education. She has extensive knowledge of, and practical experience in, instructional design, teacher education and international vocational education. Her key interests are in assessment and adult literacy. 

Michele has worked extensively in a range of industry sectors on designing a broad range of curriculum, training and assessment products and competency standards. Her responsibilities in universities, TAFE colleges and Registered Training Organisations include managing educational research teams, delivering academic and vocational education programs and working with academic and industry advisory boards. Michele is the Manager of Skills Recognition International at VETASSESS. She leads a team of assessors and administrators responsible for delivering international and national trade skills assessment services. 

Michele's session will explore the barriers faced by asylum seekers and refugees when seeking employment in their trades in Australia and will showcase a pilot program funded by the Australian Government that provided a pathway for these vulnerable migrants to have their trade skills recognised.

In his capacity as the World Bank’s most senior official in tertiary education, he serves as the institutional focal point on the topic of tertiary education (also known as higher education in several countries), and provides advice and support to country-level related projects that the Bank has in more than 60 countries. Previously, he served as founding Executive Director of the Consortium for North American Higher Education Collaboration, a network of more than 160 tertiary education institutions primarily from Canada, the U.S. and Mexico, based at the University of Arizona (UA), where he also worked as Assistant Vice President. At UA, he was Affiliated Researcher at the Center for the Study of Higher Education, and Affiliate Faculty at the Center for Latin American Studies. He was an American Council on Education (ACE) Fellow at the University of Massachusetts, and also he has been Vice President for Administration and Academic Vice President at the University of the Americas in Mexico. He has worked as International Consultant at the Organization for Economic Cooperation and Development (OECD) in Paris, France, and has been part of OECD and World Bank peer review higher education teams in Europe, Latin America, the Middle East, Africa and Asia. He serves on the Board of Directors of World Education Services (WES).

Peter Marshall

As the Chief Operating Officer and Senior Vice-President, Peter Marshall is responsible for the majority of infrastructure services that support Monash University's day-to-day business operations. Peter also manages the University's links with associated organisations, such as the Monash Club and student associations, and leads the University's crisis management function. He is the University executive responsible for protected disclosure (Whistleblower), Privacy and Ombudsman investigations. Peter came to Monash as Director of Personnel Services in 1995. He was later appointed Divisional Director (Student and Staff Services), responsible for managing all aspects of the University's policies, practices and services to students and staff. He was appointed Vice-President (Administration) in 2005.Before joining Monash, Mr Marshall's career included roles in both the federal and state public service. He held senior human resource and financial management positions at several major Victorian government departments.

Kathleen Massey

Kathleen Massey joined McGill University in Montreal in 2007 as the University Registrar and Executive Director of Enrolment Services. Previously, Kathleen held leadership positions at three other large postsecondary institutions, including two universities and one college, in Toronto and Calgary, Canada. Massey is a member of several national and international professional organizations and has held leadership positions in the Association of Registrars of the Universities and Colleges of Canada (ARUCC) and the Pan Canadian Consortium on Admission and Transfer (PCCAT). In 2015-16, she led the national ARUCC Groningen and Study Mobility Task Force in Canada and has been a champion of the benefits of supporting student mobility for many years. Massey holds an MA in Leadership and was awarded the Queen’s Golden Jubilee Medal for outstanding leadership in education and research in 2003 and the ARUCC Outstanding Service Award in 2014. She is a proud leader of the award-winning Enrolment Services team at McGill.

Mr Anthony McClaran

Anthony McClaran took up the position of Chief Executive Officer of the Tertiary Education Quality and Standards Agency (TEQSA) on 12 October 2015. Before joining TEQSA, Anthony was the Chief Executive of the UK’s Quality Assurance Agency (QAA) for six years and prior to that the Chief Executive of the UK’s national agency for higher education admissions, the Universities and Colleges Admissions Service (UCAS) from 2003-2009. A graduate in English and American Literature from the University of Kent, Anthony began his career at the University of Warwick where, among other posts, he was Admissions Officer. In 1992 he moved to the University of Hull to take up the post of Academic Registrar, with responsibility for an office which included recruitment, admissions, student records, international affairs and academic resource allocation. In 1995 he was appointed Acting Registrar and Secretary. Anthony was a member of the Executive Board of the European Association for Quality Assurance in Higher Education (ENQA) from 2013-2015 and is now a member of the Board of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) and the US Council for HE Accreditation (CHEA) International Advisory Group. In Australia he sits on the steering groups for the Digital Student Data Project, the National Student Partnership Project and the National Peer Assessment Project. He has held a number of governance roles at all levels of education and was Chair of Council and Pro-Chancellor of the University of Gloucestershire (UK) from 2007 to 2009
 
Professor Stuart McCutcheon

Professor McCutcheon completed his Bachelor’s degree with first class honours at Massey University in 1976, and was then appointed to the lecturing staff of that university while undertaking a Ph.D. in metabolic physiology. From 1982 to 1984 he was a postdoctoral fellow at Cornell University, New York, while the recipient of a Harkness Fellowship. His research interests included how biological processes such as foetal and neonatal growth and lactation are regulated. He was appointed Head of the Department of Animal Science at Massey University in 1990, Assistant Vice-Chancellor (Research) in 1994, and Deputy Vice-Chancellor in 1999. In November 2000, Professor McCutcheon was appointed Vice-Chancellor of Victoria University of Wellington. On 1 January 2005 he took up the position of Vice-Chancellor of The University of Auckland. He also chairs the University’s research commercialisation company, Auckland UniServices Limited. Professor McCutcheon has served in an advisory capacity to a number of Government agencies and producer boards, and been a director or board member of: the New Zealand Dairy Research Institute; the Wellington Regional Economic Development Trust; the Wellington College of Education; the Malaghan Institute of Medical Research; Universitas 21, U21 Global and the Worldwide Universities Network; The University of Auckland Foundation; the UK and US Friends of The University of Auckland; Auckland Tourism, Events & Economic Development (ATEED); and the Kings School Trustees Board. He is presently Chair of Universities New Zealand.

Valère Meus

Valère Meus graduated as a Master in linguistics at Ghent University, Belgium and later obtained a qualification in Information Technology and Programming upon completion of a four-year training program in adult education. He started in his alma mater as scientific collaborator in English Linguistics, founded and became the head of the University’s Language Centre, then served as Head of the International Relations Office for six years until 2011. He now is an International Relations Expert in the same office. He coordinated and partnered in many European educational projects, coordinating the Egracons project (European Grade Conversion System, www.egracons.eu, which led to the Egracons Tool). His interest in student data portability made him one of the driving forces in the Erasmus without Paper consortium that aims at setting up a European digital federation for the exchange of student mobility data (www.erasmuswithoutpaper.eu). A follow-up project has been submitted. He is on the Board of Directors of the Groningen Declaration, where he now serves as Secretary. He is also an expert in ECTS and the 2013 ISCED study field codes and how to use them. Valère is an elected member of the Executive Committee of the SGroup of European Universities (third mandate)

Janina Mincer-Daszkiewicz graduated in computer science in the University of Warsaw, Poland, and obtained a Ph.D. degree in math from the same university. She is an associate professor in Computer Science at the Faculty of Mathematics, Informatics and Mechanics at the University of Warsaw.

Since 1999, she leads a project for the development of a student management information system USOS, which is used in over 50 Polish Higher Education Institutions, gathered in the MUCI consortium. In 2008, she started the Mobility Project with RS3G. She leads work packages in the EMREX and EWP projects. She also takes active part in many nation-wide projects in Poland.

Matthew is on the faculty of Arizona State University and serves on the Board of Trustees of The Woodrow Wilson National Fellowship Foundation.In 2012 the Teachers College at Columbia University awarded Matthew with The President’s Medal of Excellence to recognize his impact and innovation in the field of education technology and entrepreneurship.

Mike Reilly

Mike serves as the Executive Director of the American Association of Collegiate Registrars and Admissions Officers (AACRAO). Prior to coming to AACRAO he served as the Executive Director for the Council of Presidents, an association of the six public baccalaureate degree granting institutions in the state of Washington. He has 25 years of experience in university administration, admissions and enrollment management, including having been the Associate Vice President for Enrollment Management at both Central Washington University and Humboldt State University. Jayne is currently driving a Government initiative to shut down bogus UK universities and degree mills, with more than 40 bogus providers closed in the first year. She delivers workshops and seminars in the UK and internationally on preventing application fraud and is a regular contributor to education and employment journals and blogs. Considered an expert on degree fraud, Jayne has appeared on BBC TV and radio to highlight fraud issues and also advises the UK Government on policy and practice in this area. Senator, the Hon. Scott Ryan
Minister Assisting the Prime Minister for Cabinet
Scott Ryan was elected to the Australian Senate as a Liberal Senator for Victoria at the 2007 federal election. He was re-elected in 2013 and again in 2016. In January 2017 Senator Ryan was appointed to the newly established position of Minister Assisting the Prime Minister for Cabinet, in conjunction with his ongoing role as Special Minister of State. The new appointment replaced his previous role as the Minister Assisting the Cabinet Secretary, a position held since the election of the Turnbull Coalition Government in July 2016. Yvonne Shapiro

Yvonne directs the National Learners’ Records Database (NLRD) at the South African Qualifications Authority (SAQA). This entails populating the NLRD with the content of qualifications and part-qualifications and the records of who achieves them, producing NLRD analyses, and technical management of verifying learner achievements. SAQA also assists other countries to establish electronic information systems modelled on the NLRD. Yvonne joined SAQA in 2001 from the Human Sciences Research Council (HSRC), when the Register of Graduates – which she had managed for four years – was incorporated into the NLRD. Before that, Yvonne worked with the University of Cape Town’s Equal Opportunity Research Project (now the African Gender Institute), subsequently becoming a consultant and researcher on employment equity best practice and organisational development. Yvonne is passionate about student data, human rights, employment equity, and circle dancing. She holds a Bachelor of Science (Psychology and Statistics), and a Higher Diploma in Education.

Professor Margaret Sheil

Professor Sheil was appointed as the Provost at the University of Melbourne in 2012. In this role she is the Chief Academic Officer and Standing Deputy to the Vice Chancellor. Professor Sheil has been a researcher in the field of chemistry, held senior roles at the University of Wollongong and was the Chief Executive Officer of the Australian Research Council (2007-2012). She is a Fellow of the Royal Australian Chemical Institute (RACI), the Academy of Technological Sciences and Engineering (ATSE), and was made an inaugural Fellow of the Australian and New Zealand Society for Mass Spectrometry (ANZSM). Professor Sheil is a Director of the Australian Nuclear Science and Technology Organisation (Ansto) and Trinity College, University of Melbourne. She is a member of the Advisory Council of the CSIRO Science Industry Endowment Fund (SIEF), the Clunies Ross Awards Committee of ATSE, the Advisory Board of the Australia Indonesia Centre. She has previously been a member of the Advisory Board for Coursera; and a member of the Prime Minister’s Science, Innovation and Engineering Council, the National Research Infrastructure Council and the Cooperative Research Centres Committee. Professor Sheil and holds a Bachelor of Science and a PhD in Physical Chemistry from The University of New South Wales and was presented with the Science and Technology Alumni Award from UNSW in 2016.

Rick Torres

Mr Torres joined the National Student Clearinghouse as its President and CEO in 2008. Under his leadership the Clearinghouse has continued to successfully extend its’ mission delivery of service to education, which today comprises nearly 3700 higher education institutions and over 11,000 high schools, school districts, and 43 states executing over one billion electronic transactions annually, saving the education community over $700 million a year. The Clearinghouse is a leader in advocating privacy, transparency and responsible use of data in the US and globally. Enabling global student data portability through the creation of trusted frameworks of data exchange and credential comparabilties are large priorities on the international front. Mr Torres has been an active board member of the John Tyler Community College Foundation for the past 18 years and serves on the Boards of the National College Access Network (NCAN), and the Cesar Chavez Public Charter Schools for Public Policy. He also sat on the Board of the American Association of Community Colleges (AACC), where he also served on their Commission on Economic and Workforce Development. He was a founding member and sits on the Executive Committee of the Groningen Declaration Network Group, a multi-national group of leaders dedicated to developing a trusted international data exchange ecosystem. He was a recipient of the Washington Business Journal’s 2013 Minority Business Leader Award. Mr. Torres holds an MBA in International Finance from Georgetown University and undergraduate degrees in both Marketing and Management from Manhattan College.

His role is to ensure that we add value to the sector by making operational the policy initiatives of Universities Australia. As an example Higher Ed Services is the managing entity for the MyeQuals program. Andrew originally trained as a scientist and has a PhD in Chemistry from Monash University. He initially worked in the Netherlands at Shell’s international technology centre, before returning to Australia to pursue opportunities in professional services and consulting where he worked extensively across the government and education sectors. Geir Magne Vangen

Geir Vangen has more than 20 years’ experience in developing nationwide systems within higher education in Norway. At CERES, he works as manager of the department of development.

CERES develops systems for student information (FS), research information (CRIStin), national admission (SO) and data warehouse, in addition to a number of services like the Diploma Registry. He participates in national and international standardization work, and has been a member of the groups developing the MLO and ELM-standards. Professor Andrew Vann

Professor Vann was born in the UK, trained as a civil engineer and worked in engineering consultancy before completing a PhD in the Civil Engineering Systems Group at University of Bristol in 1994.
He lectured in structural engineering at University of Bristol prior to moving to Australia in 1996 where he took up a similar post in the Faculty of Engineering at Central Queensland University in Rockhampton. During this time he pursued research interests in structural monitoring and artificial intelligence, as well as leading pedagogical change in moving the Bachelor of Engineering at CQU to a project-based format.
He held various senior academic and administrative roles at CQU before joining James Cook University in North Queensland in 2004 as Pro-Vice Chancellor Information Services and Technologies and, from 2008 was Senior Deputy Vice-Chancellor with responsibility for the Faculties and Teaching and Learning.

Professor Vann joined Charles Sturt University as Vice-Chancellor in December 2011.

He has held board and community leadership roles in the arts, school and VET education and is a Fellow of the Australian Institute of Company Directors, a Fellow of Engineers Australia, a Fellow of the Australian Institute of Management and an Associate Fellow of the Australian Rural Leadership Foundation.
