The 2014 BHA Summer Hydro Forum in Cardiff provides an ideal opportunity to review how changes in regulation and the Government's attempt to clarify and reduce uncertainty of Feed-in Tariffs have affected the hydropower industry since the Bristol event in June 2013.
A year ago we saw the splitting of environmental regulation in England and Wales with the formation of Natural Resources Wales. Flow "abstraction" regimes were a major stumbling block - a compromise position was reached after major intervention by the EA Board but NRW decided on a different route; FiT degression was causing concern - many projects are still in the pipeline and uncertainty for future levels of degression is still decelerating progress; and grid connections were causing problems with project timing. Geomorphology considerations for hydro projects were not a major issue then but developers in Wales are now being exposed to strict and perhaps unreasonable regulation on this issue.
