Kay Brown-Patrick

Arlington Economic Development Corporation


Kay Brown-Patrick is a certified economic developer (CEcD) with over 15 years of experience in economic development, specializing in local government. She currently serves as the Assistant Executive Director for the City of Arlington Economic Development Corporation, where she leads initiatives focused on business retention and expansion, workforce development, innovation, and entrepreneurship.

Kay holds both a Bachelor of Science and a Master of Public Administration from the University of North Texas. She is widely recognized across North Texas for her strategic work in advancing inclusive growth, resilient communities, and equitable economic opportunity. She recently spearheaded the launch of Arlington’s Business Certification Program, which provides funding to local businesses to obtain industry-recognized certifications, enhancing their ability to compete in both government and private sector procurement.

Kay also serves on the board of the National Association of Minority Contractors (NAMC), where she supports efforts to increase access, advocacy, and opportunities for minority contractors across the country. In 2025, Kay was named one of four "Inspirational Women in Local Government" by the League of Women in Government, honoring her commitment to public service, innovation, and community advancement.


A frequent speaker and thought leader, Kay is often invited to share insights on topics such as municipal economic strategy, public-private partnerships, and small business ecosystems. She continues to champion cross-sector collaboration to ensure cities are positioned for inclusive and sustainable growth.

Sharon Evans: Leading with Vision and Empowerment at CFJ Manufacturing

Sharon Evans is the Chief Executive Officer (CEO) of CFJ Manufacturing, a role in which she demonstrates exceptional leadership and strategic vision. With over four decades of experience in the manufacturing industry, Sharon has been pivotal in driving the company's growth and fostering a culture of innovation and excellence.

Professional Journey

Sharon's entrepreneurial journey began in 1983 when she founded Collections Fine Jewelry in Saginaw, Texas. Her dream of owning a jewelry store quickly became a reality, and she made her first sale while sitting on the floor waiting for the phones to be installed. Over the years, Sharon's business acumen and dedication to quality helped Collections Fine Jewelry grow into a beloved local business known for its exceptional customer service and unique designs.

In 2000, Sharon expanded her business ventures by establishing CFJ Manufacturing. This new endeavor allowed her to diversify her offerings and cater to a broader market. CFJ Manufacturing specializes in employee uniforms, brand identity products, employee recognition programs, embroidery, warehousing, and fulfillment. Under Sharon's leadership, the company has formed partnerships with numerous Fortune 500 companies, resulting in consistent year-over-year growth.  Headquarter in Fort Worth, Texas, CFJ has offices across the US and in multiple global locations.  

Leadership and Achievements

As CEO, Sharon has been at the forefront of CFJ Manufacturing's transformation. She has spearheaded numerous initiatives aimed at enhancing the company's technological capabilities and expanding its market reach. One of her notable achievements includes the implementation of a state-of-the-art ERP system, which has streamlined supply chain management and improved customer satisfaction.

Sharon is also a strong advocate for sustainability and has led CFJ Manufacturing's efforts to adopt eco-friendly practices. Her initiatives have not only reduced the company's carbon footprint but have  positioned CFJ Manufacturing as a leader in sustainable manufacturing.

Empowering Women in Manufacturing

Beyond her professional accomplishments, Sharon is passionate about empowering women. She is an active member of the Women's Business Council Southwest and Women’s Enterprise National Council.   Serving on the Board of Directors for WBCS and as Global Committee Chair on the national WBENC.    Advocating for greater gender diversity in leadership roles,  Sharon believes that diverse teams drive innovation. Sharon's dedication to mentorship extends to her role at CFJ Manufacturing, where she has established a leadership program. This program provides training  and career development resources to help employees advance their careers within the company.

Personal Life

When she's not leading CFJ Manufacturing, Sharon enjoys spending time with her family and traveling. She believes that staying active and connected to friends and family is essential for maintaining a healthy work-life balance.

 
Susan Harper
CONSUL GENERAL FOR ARKANSAS, LOUISIANA, NEW MEXICO, OKLAHOMA AND TEXAS
Consulate General of Canada

 
In November 2022, Susan became Consul General in Dallas, the senior representative of the Government in Canada, responsible for Arkansas, Louisiana, New Mexico, Oklahoma and Texas. Her office, the Consulate General, covers economic, political, and public affairs, and provides consular and commercial services. The Consulate of Canada in Houston, which focuses on commercial issues, also reports to her office. In addition, these offices coordinate with several other key federal government departments, which focus on a range of issues including energy, environment, security and defence, as well as with Canadian provinces who are active in the territory.

Previously, Susan was Consul General in Miami (2016-2022), Canada`s Senior Arctic Official (2013-16), and Director General in the trade policy area, covering policy, negotiations and regulatory issues (2009-13).  She was at the Embassy of Canada in Washington DC (2004-09), where she became the Minister (Economic Affairs). In 2001-04, she was Canada`s Ambassador in Montevideo, Uruguay.  She previously held trade positions in Yaoundé, Paris and Buenos Aires. 

Prior to joining the Government of Canada, Susan taught at both Cambrian College in Sudbury, and George Brown College in Toronto.  She holds an MBA from the Ivey School of Business, at Western University, and an Honours BA in Math and English, from Queen’s University.

Ms Harper has two children, who keep her diplomatic, financial and cross-border travel skills honed.

Currently serving as business development for the Metroplex Region of the Texas Manufacturing Assistance Center, Brittany Rosenberg has over a decade of experience in manufacturing, strategic partnership building, and ecosystem development. She has worked with hundreds of small businesses, start-ups, and enterprises, as well as Economic Development Departments, Corporations, Chambers of Commerce, Industry Associations, nonprofits, and federal, state, and local government to grow programs, people, and profit.
