In the Highway Division breakout, members were informed of the recent election of three new SCDOT Commissioners: Mr. John N. Hardee of Columbia, 2nd District; Mr. Woodrow W. Willard, Jr. of Spartanburg, 4th District; and Samuel B. Glover of Orangeburg, 6th District. The 3rd District seat has also become open with the resignation of Commissioner Eddie Adams, thus candidates are being sought for this seat as well. Members were informed that while the Majority and Minority Leaders in both the House and Senate have claimed that continued funding of the State Highway system is a priority, Gov. Nikki Haley has vowed to veto a gas tax increase that might come to her desk. Thus, legislators say they will continue to push for alternative methods to maintain and fund the state’s roads. Members were also informed of the SCDOT Engineer’s Conference that will take place on March 26 – 27 at the Convention Center in Columbia.
Berry Jenkins PE, PLS, NC Government Relations, Highway Division Director, Carolinas AGC
Berry Jenkins reviewed the recent NCDOT reorganization and its potential impact on our industry as well as the political climate in the NC General Assembly and how that effects the ability to work legislation through the process. Jenkins also reviewed the proposed letting levels for NCDOT over the next year indicating that a significant amount of funding will be spent on the Design/Build delivery method .About 2.2 -2.5 billion in total project lettings are anticipated. Jenkins reviewed some of the environmental rules review that was required by the legislature and some of the issues that may impact our industry .The NCGO Transportation Advocacy group’s plans and strategies for 2014 [public education ] and 2015 [legislative messaging ] aimed at a serious discussion of new transportation funding resources in the legislative session of 2015 was reviewed .It was also discussed how these efforts were in parallel with NCDOT Board of Transportation committee efforts and hopefully will be complementary of each other.
Building Division Meeting

The two-hour Building Division meeting, which was sponsored by Contract Solutions, included highlights of what CAGC is doing for the industry, including:
In the Building Division breakout meeting, members were informed about legislative issues in South Carolina addressing flow control or the disposal of construction and demolition waste in counties and municipalities; the introduction of Tort Reform legislation that if passed will strengthen the legal climate in South Carolina; proposed legislation that restores the expectation of all participants in the construction industry that the statute spells out that payment bonds expressly apply to both public and private bonds; and the consideration of participating in an industry stakeholders group that is going to consider adopting statewide sustainability standards that would require high level standards without designating the use of one or two specific standards in legislation.

The two-hour Building Division meeting, which was sponsored by Contract Solutions, included highlights of what CAGC is doing for the industry, including:
- CAGC Board Chair Cleve Paul of Monteith Construction said that one of CAGC’s top priorities is building our Young Leaders program.
- Building Division Chair Susie Lewis of Beam Construction highlighted CAGC accomplishments such as enactment of new underground safety legislation in NC that will save lives, minimize injuries and protect vital underground utilities and, in SC, efforts to make the Building Code and flood control standards reasonable for the industry.
- A panel discussion on the “New Normal” for the construction industry featured panelists Michele King, a CAGC board member with Juba Aluminum Products Co.; Edison Cassels, a CAGC board member with Edison Foard; Marty Moser, incoming AIA NC-CAGC co-chair with Barnhill Contracting; and Hal Turner, past Building Division chair with Thompson Turner Co. In the wide-ranging discussion that involved excellent participation with the audience, Keith Wayne asked about issues concerning a company’s safety Experience Modification Rate (EMR). Michele King said CAGC had a position paper on the subject that the CAGC Board of Directors approved it in 2013.
- CAGC CEO Cynthia Mills discussed plans to have board members make visits with members in both Carolinas.
- CAGC government relations directors Leslie Hope and Dave Simpson discussed legislative accomplishments and goals.
