Christopher Breaux CPA

Christopher is currently serving as the Fiscal Compliance Officer in the Fort Bend County Auditor’s Office. He has almost 40 years of service to governmental entities in matters of auditing, accounting, and system controls. Christopher serves on the TXCPA professional standards committee and the AICPA Governmental Accounting and Auditing Conference Committee.

 
James R. Dalkin CPA, CGFM
Director, Financial Management and Assurance Team
US Government Accountability Office

James is a Director in the Financial Management and Assurance Team with the U.S. Government Accountability Office (GAO). He serves as chairman of the International Auditing and Assurance Board’s (IAASB) Consultative Advisory Group (CAG) and previously served as a board member of the AICPA’s Auditing Standards Board (ASB). He is also an observer to the COSO Advisory Board.

Mr. Dalkin has responsibility for directing GAO’s work to develop and maintain government auditing standards (the Yellow Book); internal control standards for the federal government (the Green Book); and GAO’s work with the accounting and auditing profession. He is also responsible for the audits of the Securities Exchange Commission and the Federal Deposit Insurance Corporation.

He is a frequent speaker at national auditing conferences for a variety of professional organizations. He has also authored articles for publications including the Journal of Accountancy. Mr. Dalkin also is an adjunct professor at Georgetown University.

 
Jenn Garrett MSSW, GCMS

Jenn Garrett is a Certified Grants Management Specialist and consultant with more than five years of experience in developing, implementing and auditing federal and state grant and cooperative agreement programs, including CDBG-DR, CDBG, HOME, CDBG-MIT, ARPA, ARPA-E, SUBG, and CEC’s Electric Program Investment Charge program. She is skilled in project management, community partnership development, and vendor procurement and compliance. Versatile leader proficient in handling diverse functions with a passion for working with municipalities & communities to reach sustainable solutions. Offering 5 years of experience improving federally-funded programs that promote community resiliency through audits and advisory engagements on implementing grant compliance measures that are tailored to each organizations unique needs. Jenn holds a  Master of Science, Social Work, administration and policy practice from the University of Texas at Austin and a  Bachelor of Social Work, poverty studies and social justice, from Baylor University.

 
Holly Hart CPA, CIA

Holly Hart is a Senior Manager at Weaver.  She is also a Trusted Advisor and Performance Auditor to Local & State Governments.  Holly is a CPA and CIA and an Adjunct Accounting Professor.  She has significant experience delivering quality internal audit and performance audit services to government leadership, including program and process evaluation, compliance, risk management, and assessment of effective governance practices in alignment with strategic objectives. Holly also enjoy developing new professionals and aspiring CPA candidates to strengthen auditor impact in the pursuit of excellent service to others. Holly holds a  Bachelor and Master of Science in Accounting and Information Management from the University of Texas at Dallas.

 
Charlie Johnson, Jr. CIA, QIAL, CRMA, CFSA, CGAP

Charlie is a director in FORVIS’ Risk Advisory Services practice providing internal audit and risk management services.  He is an experienced internal audit executive with more than twenty-four years of experience creating, reforming, leading and advising organizations’ internal audit functions while also working directly for and supporting corporate boards and audit committees.  Prior to joining FORVIS in 2020, he served thirteen years as the chief audit executive for a large electric and water utility in Central Texas.

Previously, Charlie was the Vice President of Corporate Audit, Compliance & Privacy for a large academic medical system where he was hired to create the organization’s internal audit function. His thirty-year internal audit career spans the for-profit, not-for-profit and government sectors and banking, finance, insurance, healthcare and electric generation/transmission and water utility industries.  He served twelve years as the audit committee chair for a national not-for-profit board. 

He is active in global IIA volunteer leadership roles, currently serving on the International Internal Audit Standards Board.  He previously completed seven years of service as the IIA’s Professional Certifications Board chair and Exam Development Committee chair.  He is a contracted instructor for the IIA’s Vision University executive education program for new and aspiring chief audit executives.  He is a past president of the New Orleans IIA chapter and including his global volunteer time has been an IIA volunteer for over 15 years.  He previously served as both a volunteer and paid consultant assisting the IIA in conducting external quality assurance reviews. In 2022, he was awarded the IIA’s Victor Z. Brink Award for Distinguished Service in recognition for unusual and outstanding service to the profession of internal auditing over time.

Charlie is a 1993 graduate of University of Southern Mississippi, with a B.S. degree in accounting.

Mark Maraccini CPA

Mr. Mark Maraccini is a lead partner at Crowe for providing risk and internal audit services to the public sector. Mark has over 24 years of experience working with institutions of higher education on internal and external audits, Federal and state compliance services, risk management services and other advisory projects. Mark’s experience has provided him with a deep specialization in the International Professional Practice Framework (IPPF) issued by the Institute of Internal Auditors (IIA).  In addition, Mr. Maraccini has recently focused on risk management during a pandemic including the role of internal audit throughout the life of a pandemic and on the road to recovery.

Mr. Maraccini recently presented at the 2023 TACUA conference on strategic risk management and presented at the 2022 ALGA conference on strategic risks and facilitated a round table discussion on risk assessments for local governments.  Mr. Maraccini also presented twice at the 2019 and 2022 international IIA conferences.  Currently, Mark is leading a webinar series with the IIA that focuses on bringing insights and knowledge to the public sector on trending and hot topics

Laura Soileau, CPA, CIA, CISA, CFE is a Partner with EisnerAmper, where she leads the firm’s national Risk and Compliance Services practice.  Laura has over 20 years of internal audit experience and her clients come from a diverse array of industries, including governmental, higher education, and professional services.  Laura is a seasoned professional with extensive experience in internal audit, internal controls, governance, risk, compliance, and anti-fraud related matters.  In her extensive career, Laura has worked with audit committees, facilitated risk assessments for financial, operational, and technology audits, and coordinated with external auditors. She has also overseen the execution of audit plans and communicated with senior leadership and audit committees.

He leads Weaver’s Public Sector Practice within the Governance, Risk and Compliance Group along with the Grants Center of Excellence and serves as a technical trainer and firm resource on grant monitoring and compliance matters.  Recognized as a rising star by Internal Audit Magazine and is an active volunteer of the Institute of Internal Auditors and member of the Association of Certified Fraud Examiners. A skilled public speaker and trainer, Brandon mentors audit and client staff in internal audit, compliance, and risk management principles, leveraging his education in Public Administration and professional expertise to enhance grant management and internal control environments to mitigate risks. Brandon holds a Bachelors and Masters in Public Administration from Texas State University and is a CIA, CFE, CGAP, and CRMA.
