Since 2001, I have provided services to school districts, large local governmental entities receiving large amounts of federal and state assistance as well as to non-profit entities. We take pride in our extensive knowledge of federal and state requirements such as the Uniform Guidance (2 CFR 200) and the State of Texas Uniform Grant Management Standards.  I'm also able to provide governments with training and/or auditing services/agreed-upon procedures in regards to their construction manager at-risk projects.  We strive to help entities reach their greatest potential. Michael Donoghue

Michael is a Managing Director and Federal Account Leader with Deloitte. Having previously served in the U.S. Armed Forces for over a decade prior to joining the private sector, Michael focuses on engaging senior Client Leadership to define the organization’s desired strategic objectives and works with project leaders and stakeholders to improve and accelerate project value. He leads organizational transformation projects in areas of operational improvement and excellence, human capital, Information Technology or in response to external stimuli such as federal regulations or market conditions for both public sector and commercial entities.

Michael has extensive expertise in optimizing Organizational Asset Management, leading engagements focused on the performance reporting of infrastructure and facilities to help clients achieve operational efficiencies and successfully reduce operating costs. In addition to his federal accounts, he has also served clients in the commercial pharmaceutical and energy sectors providing Asset Management Maturity Assessments and deploying Integrated Workplace Management Systems (IWMS).  Michael has a MA, Organizational Design - George Mason University and BA, Sociology - West Virginia University. Blake Gardner

Blake Gardner is a Senior Manager on Crowe’s Third Party Risk team. Blake has 10 years experience in the third-party risk management discipline with a specialization in Information Security, Business Continuity, and Regulatory Compliance.  He helps manage Crowe’s relationship with several large organizations, responsibly maturing their programs, coordinating assessments of third-parties, and providing quality oversight. Blake also has experience working in GRC solutions such as Aravo, Archer, OneTrust, ProcessUnity, and Prevalent.

  • Assessed the third-party risk management programs for clients to identify gaps and strengths. Then recommended an appropriate path forward to align the programs to best practices.
  • Led projects focused on the build and implementation of Third-Party Risk Management, continuous monitoring, and privacy programs within a range of industry accepted systems.

Brad Gilliat CISA CTPRP

Mr. Gilliat is a Partner (Principal) within Crowe’s Risk Consulting practice with his primary focus being the development and execution of Crowe’s Third-Party Risk Center of Excellence. Brad has over 10 years of experience in third-party risk and specializes in assisting clients in designing, building, and running their third-party risk management programs. He has led program selection processes and overseen the implementation of various third-party risk solutions. Brad has helped numerous Fortune 100 and Global 500 companies mature their programs and execute a high volume of assessments for their critical third parties. Brad is also responsible for overseeing the day-to-day activities of the practice to ensure that Crowe maintains well-trained and available resources to protect Crowe’s Fortune 100 and Global 500 clients’ sensitive data and reputations 52 weeks a year.

Ashley Grieco

Ashley is a supply chain professional with more than a decade's worth of experience across industry and consulting within both the public and private sectors. Ashley currently is a Senior Manager within Protiviti’s Supply Chain and Operations Practice, focused primarily on Sourcing and Procurement offerings and specializes in contract lifecycle management, source-to-pay transformation, strategic sourcing and category management, and procurement transformation.  Prior to joining Protiviti, Ashley spent 8 years at ExxonMobil in the Procurement organization where her responsibilities included designing operating models for greenfield operations, localizing global sourcing strategies in worldwide operating locations, and redesigning source-to-pay processes.  Ashley earned an M.B.A., Information Systems Management from Auburn University and a Bachelor’s degree in Business Administration, and Logistics from the University of Tennessee, Knoxville. She currently resides in Houston, Texas.

 
Charlie Johnson Jr. CIA, QIAL, CFSA, CRMA

Charlie is a director in Forvis’ Risk Advisory Services practice providing internal audit and risk management advisory services.  He is an experienced internal audit and risk assurance executive with more than twenty-four years of experience creating, reforming, leading and advising organizations’ internal audit and other risk assurance functions while also working directly for and supporting corporate boards and audit, executive compensation, bylaws and loan subcommittees.  Most recently, he was the chief audit executive for a large electric and water utility in Central Texas.  Previously, Charlie was the Vice President of Corporate Audit, Compliance & Privacy for a large academic medical system in New Orleans, Louisiana where he was hired to create the organization’s internal audit function and served as that organization’s chief compliance officer. His twenty-nine-year career spans the for-profit, not-for-profit and government sectors and banking, finance, insurance, healthcare and electric generation/transmission and water utility industries.  He served twelve years as the audit committee chair for a national not-for-profit board.  

Charlie has been a member of the Institute of Internal Auditors (IIA) since 1994 and is a Certified Internal Auditor (CIA), Certified Financial Services Auditor (CFSA), Certified Government Auditing Professional (CGAP) and holds a Certification in Risk Management Assurance (CRMA) and Qualification in Internal Audit Leadership (QIAL).  He is active in global IIA volunteer leadership roles, currently serving as a member of the IIA’s International Internal Audit Standards Board.  Charlie is the contracted instructor for the IIA’s Vision University, a week-long course provided to new and aspiring chief audit executives.  He recently completing a three year term as the IIA’s Professional Certifications Board chair and previously served as the Exam Development Committee chair for four years.  He is a past president of the New Orleans Chapter of the Institute of Internal Auditor and including his global standards and certification volunteer time has been an IIA volunteer for over 15 years.  He has served as both a volunteer and paid consultant assisting the IIA in conducting external quality assurance reviews.  In 2022, he was awarded the IIA’s Victor Z. Brink Award for Distinguished Service in recognition for unusual and outstanding service to the profession of internal auditing over time.  Charlie is a 1993 graduate of University of Southern Mississippi, with a B.S. degree in accounting. 

 
Cynthia Kay PhD
Doctor of Philosophy

Cynthia Kay is a Doctor of Philosophy in Clinical Psychology, a licensed professional counselor, a board-approved supervisor in the State of Texas, a Master Addiction Counselor, and a Substance Abuse Professional. She has spent the last 22 years helping individuals who face mental health, relationship, and addiction issues. In both clinical and executive positions at a residential treatment facility and now in her own group practice, Cynthia witnessed clients transform their crisis- and challenge-filled present lives into functional and fulfilling futures. Cynthia has been featured on "My 600 lbs. Life", working as a counselor helping individuals with the emotional aspect of binge eating.  She has worked as an on-site therapist for a national law firm.  She works in private practice seeing clients for individual, couples, and family therapy. Cynthia is working on both a federal and city contract, conducting seminars and webinars for employer assistance programs, and supervising interns for licensing.  Cynthia has a Ph.D. in psychology from Walden University, a master’s degree in clinical psychology from the University of Houston-Clear Lake, a bachelor’s degree in psychology from the University of Houston, and a bachelor’s degree in accounting from Texas Southern University.  Cynthia's mission in life is to serve and inspire others to be all they are meant to be.

 
Catherine Melvin CPA, CIA

Catherine Melvin has extensive experience in internal auditing for Texas state agencies, including over 25 years of service as chief audit executive.  A leader in both state government and the internal audit community, Catherine is a former vice chair of the IIA International Public Sector Guidance Committee which issued guidance for public sector internal auditors worldwide.  She leads the Internal Audit Leadership Development Program, which develops the future CAEs for the Texas state government.  Catherine also recently completed a six-year term on the Texas Employees Retirement System (ERS) Board of Trustees as one of three elected trustees. She holds the designations of Certified Public Accountant and Certified Internal Auditor. Outside of work, Catherine and her husband are the parents to two college kids and one very bad wire fox terrier.
 
Joe Stablein

Joe is recognized for his expertise in EHS safety training and competency assurance. His effective "boots-to-boardroom" approach has transformed safety practices at a leading Oil & Gas/Energy company and a Fortune 100 natural gas firm, where he led pivotal EHS initiatives and revamped safety systems. As Audit Program Manager for, he initiated a comprehensive global audit across 350 sites, creating protocols, training auditors, and providing strategic trend analysis.  Joe is certified in Crucial Conversations, Situational Leadership, and LSS-DMAIC-Green Belt.

He has 12 years’ experience with PG&E and noteworthy pipeline experience and roles:

  • Safety auditor for compliance assessments of multi-year CapEx pipeline construction and retrofit improvement projects for transmission and distribution lines.
  • Safety and compliance training manager and lead instructor of health and safety training programs for pipeline employees in transmission and distribution. Included DOT qualification program for pipeline employees and conducting knowledge & skills evaluation.
  • Industrial hygienist responsible for the field sampling and program compliance reporting for pipeline operations.
