(1) New ways of looking at national ownership controls and the right of establishment as forces for change
At the core of the airline industry “archaic” regulation are restrictions on national ownership. Although most forward looking governments are anxious to remove the system inadequacies that these controls create, unilateral or bilateral change cannot achieve it. This is leading to new forms of experimentation which, while staying within the traditional confines, exploit the avenues opened up by multilateral regimes like the EU’s open skies, as well as cross-border joint ventures where bilateral regimes still apply. This is generating pushback from unexpected sources, like the US, long-time promoter of deregulation.

(2) Global alliances, new JV models, egocentric partnerships – and virtual airlines?
The search for durable models for the future. Alliances have become a central feature of the airline industry, but here too diversity and evolution is fast occurring. As the Gulf carriers increasingly cross global alliance boundaries, their value as codeshare partners redefines competition within those groupings and opens up new opportunities for operating models; new cross-border joint venture models are emerging; tailored (“egocentric”) alliances are forming – and the combination of these developments may give rise to a new breed of semi-virtual airlines. An assessment of the mechanics of successful partnerships, bilateral, global, egocentric and virtual.

(1) Hybridisation and operating dual brands
As LCCs evolve towards full service and as legacy airlines look for LCC solutions, a growing number of ‘hybrid’ carriers are migrating towards the broad middle market. Many legacy airlines are finally recognising they cannot compete on cost, and are moving to develop dual brand models – and work out how to implement and manage them. But roadmaps are scarce and the geography is changing.

(2) Remaining pure in an impure world
The basic LCC model has its clear advantages. It changed the way the industry and the world think about airlines. Yet very few LCCs still retain the original fervour of a cost-cost-cost focus. As others move further into hybrid territory, there are – theoretically at least – vacuums created that can be exploited. Is independence and purity of soul a sustainable option, or are the pressures to go after yield and feed traffic simply too much to resist in the long run?

Now that the industry's two previously near-autonomous airline categories, LCCs and FSCs, are increasingly feeling the need to connect, the repercussions are being felt at every level, by airports, IT providers, government regulators and more; even the global alliances are looking at ways of integrating the new models into their systems. Codesharing, partnering, interlining and simply co-operating are all taking on new levels of significance. This session takes a multi-disciplinary look at how the various regulatory interfaces are being crafted – or not, as the case may be.
