 Jan Lloyd HMI

Jan Lloyd joined the Training Standards Council as an inspector in 1999 before moving to the Adult Learning Inspectorate. She became an HMI with Ofsted when the inspectorates merged and is in the London team. She was a teacher and has a Masters Degree in Educational Studies. Jan worked in a youth and community service for 10 years. She then set up her own training and consultancy company and worked with training providers and national and international companies for 12 years before becoming an inspector. Jan leads work-based learning inspections and has a special interest in the new study programmes and the challenges providers face. She has led several surveys for Ofsted. She is currently the Ofsted National Lead for Employability and Skills.


 Nigel Evans HMI

Nigel Evans joined Ofsted as an HMI in 2007 after working for the Adult Learning Inspectorate. Before becoming an inspector, Nigel held management positions in further education. He was responsible for provision for young people and adults with additional support needs, adult community learning, adult basic skills, employability contracts and access to higher education courses. He established a pupil referral unit within a Further Education college and worked in residential special education. He leads further education and skills inspections, inspections of Children’s Centres and works with a range of providers on improvement activities.


 Jo Parkman HMI

Jo Parkman is an HMI. She joined Ofsted from the Adult Learning Inspectorate, and has inspected post-16 provision since 2001. She has a first class honours degree and a postgraduate qualification in equine studies. Jo held various curriculum and senior management roles in colleges. She holds a qualification in teaching adults, is a qualified assessor and internal verifier and holds several professional qualifications relevant to the equine industry. She has particular expertise in equine management studies, animal care and veterinary nursing. Jo is seconded to the Inspection Data and Insight department within Ofsted as the learning and skill team leader and inspects colleges and adult skills providers.



 Phil Romain HMI

Phil Romain HMI has been inspecting learning and skills since 2001 and joined Ofsted as an HMI in 2007. He is a Chartered Engineer and a member of the Chartered Institute of Personnel and Development with experience in the aerospace, defence and shipbuilding industry. Prior to joining Ofsted he held senior positions in international manufacturing, a sector skills council, award bodies and a national training organisation. He has worked on several Ofsted surveys and currently inspects colleges, work-based learning, and education and training in HM prisons. Phil is the national lead for apprenticeships.


 Joy Montgomery HMI

Joy Montgomery joined Ofsted as an HMI in 2007. She has a BSc(Hons) in Engineering science and management and a Masters in Business Administration. Before joining Ofsted, Joy was with the Adult Learning Inspectorate. She previously held senior management positions with a national private training provider, management consultancies and manufacturing organisations in the UK and internationally. Joy regularly inspects work-based learning, employability provision and welfare and duty of care in ministry of Defence training establishments. Her particular areas of expertise are engineering, manufacturing and leadership and management.


Malcolm Fraser HMI

Malcolm Fraser is an HMI who joined Ofsted in 2013. He is a qualified teacher in post-16 education and has had twenty years of experience as a lecturer, middle and senior manager in further education. His specialist subject area is construction. After completing an apprenticeship as a carpenter and joiner he worked in a variety of roles in the construction industry and is a chartered builder (MCIOB). He inspects in colleges, work-based and community learning providers.


Crawford Knott

Crawford joined Hawk Training in 2001 and has worked in both a training and commercial capacity on substantial contracts with the LSC, SFA and Jobcentre Plus. He currently oversees the commercial arm of Hawk which supports almost 3000 learners each year on vocational learning programmes as well as employers across a range of vocational sectors in both the public and private sectors. These sectors include Business Administration, Children and Young People’s Workforce, Learning and Development, Management and Warehousing and Storage. Hawk helps young people to secure apprenticeship positions whilst supporting organisations to enhance their succession planning and develop their staff. Following inspection in September 2013, Hawk became the first independent learning provider in the country to be awarded ‘Grade 1 – Outstanding’ by Ofsted under the new Common Inspection Framework.

Crawford graduated with a BA Honours degree in International Business Studies in 1996 following study at the University of Northumbria and Fachochschule Düsseldorf, Germany. He also holds the CELTA Award for the teaching of English to adults as well as an NVQ Level 5 in Management.

Following graduation, Crawford moved abroad and worked with a number of multinational organisations in a training capacity in Madrid, Spain. Upon returning to the UK in 1998 he took up a post in the City for equity data firm I/BE/S (now part of Thomson Reuters) working in both data analysis and client support. He then moved to global online advertising organisation Doubleclick where he supported and helped provide training solutions for clients in the EMEA (Europe Middle East and Africa) region. He is a fluent speaker of both Spanish and German having lived and worked in both countries and is married with two young children.


Kathryn Osborn

Kathryn has a wealth of experience of apprenticeships and vocational learning having first worked as an assessor in 1997 with Marks & Spencer. She subsequently held similar positions with Lambeth College and TBG.

Kathryn joined Hawk Training in 2002 and has worked in both a training and operational capacity on substantial contracts with both the LSC and SFA. She currently manages the operational arm of Hawk Training, supporting almost 3000 learners each year on vocational learning programmes as well as employers across a range of vocational sectors in both the public and private sectors. These sectors include Business Administration, Children and Young People’s Workforce, Learning and Development, Management and Warehousing and Storage. Hawk helps young people to secure apprenticeship positions whilst supporting organisations to enhance their succession planning and develop their staff.

Following inspection in September 2013, Hawk became the first independent learning provider in the country to be awarded ‘Grade 1 – Outstanding’ by Ofsted under the new Common Inspection Framework. Kathryn has twice represented Hawk as an Ofsted nominee – in 2008 and 2013.

Kathryn graduated with a BA Honours degree from the University of Surrey and holds the D32/33 and D34 awards, the 7047 Certificate in Further Education and a Level 5 NVQ in Management.

Kathryn is also a qualified dance teacher and is married with two young children.
