Sandra Dunphy has more than 30 years of experience working with energy companies in North and South America, Europe and Asia and is nationally recognized as a Renewable Identification Number (RIN) expert within the United States renewable fuels industry. With a practice specialization in Environmental Protection Agency (EPA) compliance and fuels consulting, Sandra brings extensive technical experience and knowledge to each of her clients. The U.S. House of Representatives Energy & Commerce Committee invited Sandra to speak as an expert witness at their hearing on RINs in August 2018.  She has also provided expert witness testimony before the U.S. International Trade Commission. 

Sandra is a member of the Advanced Biofuels Association and the Renewable Natural Gas Coalition. She graduated with a bachelor’s degree in civil engineering from the University of Delaware. She joined Weaver in 2011 when Weaver acquired LT Hawthorne & Associates, an EPA fuels consulting company.

He has also held key management positions throughout the company including:

  • Production Operations in Lost Hills, CA and Evanston, WY.
  • He started up and served as General Mgr. for Chevron’s Project Resources Company supporting worldwide projects.
  • General mgr. for Refining Central Technology, facilitating the deployment of existing and emerging technologies across the refining system.
  • Director and General Manager of the Caltex Refinery in Cape Town, South Africa.
  • Congo’s Country Mgr for Chevron Overseas Exploration & Production based in Pointe Noire, Congo.
  • Horizon’s program Mgr for Global Upstream and Gas Upstream
