Victor Harel
Ambassador

Ambassador Harel has represented and served the State of Israel for almost fifty years. His postings include appointments as Ambassador Plenipotentiary of Israel in Spain and Andorra, Israel's Ambassador to Belgium and Luxembourg, the Permanent Representative of Israel to the Organisation of American States and the Deputy Chief of the Embassy of Israel in Mexico. At the Ministry of Foreign Affairs in Jerusalem, Amb. Harel also served as Director General for Economic Affairs, Director General for Western Europe and Inspector General of the Diplomatic Service.

Ambassador Harel has held various positions at the Embassy of Israel in Washington, DC, including a tenure as Embassy Spokesman, and he was part of the team of spokespersons for the Delegation of Israel at the 1991 Madrid Peace Conference. He received the “Grand Officer of the Court of Leopold II” decoration from the Government of Belgium, one of Belgium's highest honors.

Born in Montevideo, Uruguay, Ambassador Harel immigrated to Israel at age 18. He holds a law degree from the Hebrew University of Jerusalem.

Mr. Bergstein has advised companies in project finance, merger and acquisitions procedures, international tax planning, and distribution systems. Mr. Bergstein is ranked by Chambers as one of the leading practitioners in such fields.

A graduate from Harvard Law School, Mr. Bergstein was a foreign associate with WilmerHale (Washington D.C.) and with Mattos Filho (São Paulo) before joining Bergstein Abogados more than two decades ago.

Mr. Bergstein is an Associate Professor of Taxation at the Montevideo Law School (Universidad de la República), and has been a Lecturer at the Supreme Court of Justice (Center for Judges Training, Introduction to the Case Method) and at the Montevideo Business School (Foreign Investment in Uruguay).

He is the author of three books and more than 100 law-review articles. Mr. Bergstein served as co-editor of the Uruguayan Bar Association Law Journal (2012-2016). In recent times, Mr. Bergstein was designated to become part of the list of arbitrators of Uruguay’s Chamber of Commerce, the local chapter of ICC.
