Fernando has practiced in the corporate and securities, banking and finance fields for more than 25 years. He is chairman of the firm’s Latin American and Iberian practice group.

His clients include a broad range of publicly owned and privately held US and foreign companies and financial institutions.Fernando has been involved in numerous significant mergers and acquisition, joint ventures and other business transactions, including those involving cross-border complexities.

His practice involves representation of both financial institutions and companies in connection with equity and debt financings. He has structured and directed numerous private equity deals. Fernando has been involved in the structuring of several public/private partnerships, privatizations and government contracts and concessions. He regularly represents foreign clients in connection with US acquisitions, as well as domestic companies in connection with their international expansion. 

Fernando has particular experience in the energy, infrastructure and telecommunications sectors.Before commencing his practice, he served as a judicial clerk for the United States District Court for the Southern District of New York.
 
Jonas Bruzas

As regional chief legal officer for Latin America, Jonas is responsible for managing broad variety of legal matters and the legal team in the region. He also handles broad range of cross-border international matters including corporate and commercial transactions, international tax and trade. Prior to this assignment Jonas was a Chief Counsel Global Law based at global headquarters, where he represented the company in complex cross-regional transactions, such as mergers and acquisitions, divestitures, joint ventures, outsourcing and other significant multinational contract negotiations and implementation. 

He was also responsible for legal operations and outside counsel management strategy world-wide, knowledge and technology management, training systems for the global department. Prior to moving to the global headquarters, Jonas was Senior Counsel CEEMA region in Europe, where he was responsible for providing legal support to regional business management in various functions, coordination of cross regional legal matters and merger and acquisition projects. Jonas has started with the company as a sales coordinator. Before assuming the position of the Chief Counsel Baltics in Lithuania, he worked as a country manager for Estonia and Latvia establishing Kraft Foods (former name of Mondelēz International) sales and marketing organizations in these countries. 

Before joining Kraft Foods, Jonas worked at legal departments of Baltijos TV and Lithuanian Cultural Foundation. Jonas earned his master’s degree in law from the Vilnius University of Vilnius, Lithuania and LLM degree in U.S. Law from Loyola University Chicago School of Law, United States.
 
Andrés Cedrón

Andres Cedron is Senior Legal Counsel at Stryker. He leads the Legal and Compliance functions for Stryker’s Latin America division and Eastern Europe, Middle East and Africa division. He is active in several biotech industry committees on Ethics and Compliance. Prior to Stryker, Mr. Cedron practiced at the law firms of Hunton & Williams LLP in Miami and Sullivan & Cromwell LLP in New York, focusing on financing, mergers and acquisitions and FCPA investigations. Mr. Cedrón received a Juris Doctor from Columbia University Law School, where he was a Kent Scholar, and a B.A. Magna Cum Laude, with distinction, from The Colorado College. 
 
Samuel Libnic
Citigroup Managing Director General Counsel for Latin America and Mexico

Samuel Libnic has been General Counsel of Citigroup’s operations in Latin America since 2007. In September 2013, the Legal Department of Citibanamex, Citigroup’s Mexican banking subsidiary, also began reporting to Samuel. Samuel’s current responsibilities include overseeing legal coverage for all products and businesses throughout Latin America and Mexico. He is also a member of the board of directors of Banco de Chile, as well as of the Latin America Law Alumni Advisory Board at Georgetown University.

Prior to becoming General Counsel for Latin America, Samuel held a number of positions of increasing responsibility since joining Citi in 1996 as General Counsel of the Global Corporate and Investment Bank for Citibank Mexico. In 2001, he was named Deputy General Counsel for Latin America, a position he held until he assumed his current role. In April 2010, he became a member of Citigroup’s Legal Management Committee and in January 2012 he was appointed Vice President of the Citibank, N.A. board of directors. From November 2010 until June 2013, in addition to his regional role, Samuel also acted as General Counsel for Citi Brazil.

Before joining Citi, Samuel worked at Shearman & Sterling in New York and previously at Basham, Ringe and Correa, one of Mexico’s most prestigious law firms. He holds a Juris Doctor with honors from the Anahuac University in Mexico, as well as an LL.M. from Georgetown University Law School. He is licensed to practice law in Mexico and New York.
 
Eloisa Regalado
Law Vice President, and Chief International Counsel

Eloisa is an international executive attorney with over 20 years of experience in Latin America. She was Law Vice President and General Attorney for Latin America at AT&T Corp. She subsequently moved to NCR Corp., where she served initially as Law Vice President for the Americas. She currently is the Chief International Counsel supporting all of the international attorneys located outside of the United States who conduct the legal work of NCR and its subsidiaries around the world. Most recently, she has also added Global Employment to her responsibilities.

She has worked extensively in all aspects of the Latin American practice including, sales support and contract negotiations, M&A, corporate governance, employment, litigation and compliance matters. She has had multiple assignments in her corporate career and has lived and worked in Brazil (2011-2013) and in Mexico (2006). 

Eloisa has a BA in Latin American Studies and a JD, both from Rutgers University in New Jersey. She currently resides in Miami, Florida.
 
Jose Tadeo Campo Martinez

Tadeo Martinez is a lead counsel with the Inter-American Investment Corporation, a member of the IDB Group.  He has worked in more than 140 cross-border transactions, in more than 20 jurisdictions in LAC, covering a portfolio in excess of US$2 billion.

He holds a JD and a master's degree from the Universidad Central de Venezuela, where he was a professor and researcher.  He also holds an LL.M. from Georgetown University.

Tadeo has 18 years of experience and his areas of practice include structured and corporate finance, equity investments and divestments, PE/VC funds, resource mobilization, financial products design and debt resolution.  Before joining the IDB Group, he practiced law with D'Empaire Reyna in Caracas and as a solo practitioner
