Kenneth Farrugia
Chief Business Development Officer

Kenneth joined Bank of Valletta plc (BOV), Malta's largest banking group, in 1985 and has since occupied various positions within the Bank. Kenneth currently holds the post of Chief Business Development Officer at Bank of Valletta plc and sits on the Group's Management Board. Kenneth is amongst others responsible for the improvement of the Bank’s market position, as well as the the achievement of financial growth and long-term strategic business goals. 

Kenneth is also the Chairman of FinanceMalta, Malta's national promotional body for financial services, and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments plc which is listed on the Malta Stock Exchange. 

Kenneth is married to Kathleen and has two children.


William P. White
Managing Principal

William P. White has broad insurance industry experience in executive management positions for leading in-surance and reinsurance companies and appointed regulatory positions with state and federal government authorities.  In corporate positions, he focused on defining strategic business performance objectives and de-veloping risk financing capabilities to achieve targeted results.  His work included developing and managing underwriting operations, evaluating risk portfolios for merger and acquisition negotiations, conducting under-writing audits and commutation analysis for runoff/restructuring arrangements, and developing strategic plans for operations in traditional and alternative risk finance insurance markets.

Mr. White was instrumental in the initial development of captive insurance domiciles in the District of Colum-bia and Delaware.  As the District of Columbia Commissioner of Insurance Securities and Banking, he devel-oped regulatory policies and implemented statutory initiatives to meet federal requirements under the Dodd-Frank Act and Affordable Care Act. He was involved in the development of global supervisory standards for the insurance industry through the National Association of Insurance Commissioners (NAIC) and represented the US insurance industry at the Joint Forum on Financial Conglomerates and served as Vice Chair of the Govern-ance and Compliance Subcommittee for the International Association of Insurance Supervisors (IAIS). He was appointed to the first Federal Advisory Committee on Insurance, supporting the Federal Insurance Office (FIO) at US Treasury.  Mr. White directed the enabling legislation to create the District of Columbia healthcare ex-change and implemented policy initiatives and regulations to meet requirements under the Affordable Care Act. 

As the Owner and Managing Principal of Acuity Strategic Consulting LLC, Mr. White provides independent in-surance advisory services for strategic development and planning of risk financing operations, market evalua-tion of regulatory policies and development of captive insurance operations.  

Mr. White is a graduate of Dartmouth College and received an MBA from New York University, and an Associ-ate in Reinsurance (ARe) designation from the Insurance Institute of America.
