Mrs. Evelyn DePalma is the owner of EMD ProConsulting LLC, a consulting firm focused on facilitating a better understanding of the challenges for both Industry and Government in the context of federal procurement regulations, processes, and practices. In addition to a thriving consulting practice, the firm offers specialized training to a variety of companies in federal procurement challenges, pre-solicitation through award decision. Mrs. DePalma currently serves as a Board Member for the Armed Forces Communications Electronics Association (AFCEA) District of Columbia Chapter. Mrs. DePalma retired from the Senior Executive Service in June 2008, after serving 33 years in the Department of Defense. The last six years of her Government career she spent dual-hatted as the Director for Procurement at the Defense Information Systems Agency (DISA) and the Chief of the Defense Information Systems Technology Contracting Office (DITCO). She was the Senior Procurement Executive at DISA, the Head of the Contracting Activity, and the Source Selection Authority for all competitive contracting actions over $10M. Mrs. DePalma led over 400 contracting professionals in 9 locations worldwide, to include the Continental United States, Germany, Bahrain, Hawaii and Alaska, awarding nearly $4 billion in contracts annually.

Michael Devine III

Michael currently leads the Agility Development Group, a management consulting firm that specializes in supporting companies pursuing work in the Department of the Army and DoD. The Agility Development group opened for business in 2012 with two fundamental tenets in mind: 1) consultants must be ‘Learning Professionals’ who recognize that partnerships are always two-way relationships and 2) true value is delivered when you take a vested interest approach to your business partner’s success. Since 2013, the Agility Development Group has built their community to include 60+ companies and been instrumental in the pursuit and win of 23 high profile Government contract pursuits, including single award contracts worth $349M for partners whose size ranges from start-ups to long established Defense Contractors.

As a principal consultant, Michael’s specific areas of expertise include: business development; capture planning and execution; proposal management and development; Defense procurement and acquisition to include requirements; contracting; program management; defense fiscal planning, programming, budgeting and execution; information technology services and infrastructure; logistics and organizational strategy/leadership.

Michael’s last tour as an Army PM was a three year assignment as the United States Army Product Manager for Power Projection Enablers. He was responsible for leading 120+ information technology infrastructure and services projects valued at $414M annually and in excess of $1.7B across the Army budget cycle. These projects comprised a significant portion of the Army’s Global network and are a critical part of the Department of the Army’s effort to transform its information technology enterprise into a single, cohesive, force deployment enabler. The PM Power Projection Enablers is a multi-disciplinary, globally distributed team of 427 government and contractor personnel that manage cost, schedule and performance for the design, development, and delivery of Army IT infrastructure and services.

Douglas Packard

Douglas Packard is the Procurement Services Executive, Defense Information Systems Agency (DISA), where he provides executive leadership and strategic guidance for the procurement of net-centric technology solutions. Mr. Packard is dual-hatted as the Chief, Defense Information Technology Contracting Organization (DITCO), an organization that generated over $5.2 billion in revenue in FY14. He is responsible for management and oversight of all organization functions. He serves as principal advisor to the DISA Director, Vice Director, and the Agency, providing executive oversight for strategic and long-range planning for contract policy and contract operations at contracting offices in the National Capital Region, Illinois, Arizona, Hawaii, Germany, and Bahrain.

Mr. Packard’s previous assignments include: Director of Procurement Policy and Support, Office of the Deputy Assistant Secretary of the Army for Procurement, where he was responsible for the Army’s worldwide procurement policy and support mission; Deputy Principal Assistant Responsible for Contracting (Senior Contracting Official), U.S. Army Contracting Command, Northern (U.S.) Region, where he managed contract award and administration functions of the Region’s $2.4 billion contract portfolio, in 35 subordinate contracting offices across 30 northern states; Director of Operations and Deputy Career Program Manager, U.S. Army Contracting Command, Europe, where he managed the Command’s day-to-day procurement operations and the contracting career training and development program; and, Program Manager for Oversight and Assessment, U.S. Army Mission and Installation Contracting Command.

Mr. Packard has extensive experience supporting contingency and humanitarian missions in the Balkans, Africa, Iraq, and Afghanistan. Notably, he served as the Joint Contracting Command- Iraq/Afghanistan Senior Contracting Official for Iraq Reconstruction and for Iraq-U.S. mission support, managing an $11 billion portfolio of reconstruction, Iraqi security forces development, and U.S. military forces support. Mr. Packard served as the Senior Contract Strategist on Task Force 2010, focused on combating corruption under U.S. government contracts, where he served on an U.S.- Afghan Office of the National Security Council Working Group chartered by the President of Afghanistan, and he drafted and championed a legislative initiative via the National Defense Authorization Act of FY12 to address systemic issues restricting the U.S. Government’s ability to fight corruption arising under government contracts.

Donald Thomas

Donald Thomas leads the team overseeing Bloomberg Government’s Contracting Solutions business including business development, product, and a team of government contracting analysts. Mr. Thomas is a government contracting expert with 15 years of experience in management consulting with proven success in driving revenue growth with public and private sector clients


Prior to joining Bloomberg, Mr. Thomas held senior executive positions at Big Sky Associates; Ernst & Young; Dell; and SRA International. His consulting practices have been focused in the areas of Strategic Planning & Implementation, Change Management, Operational Improvement, and Project Management.


Mr. Thomas graduated from the University of Virginia with a Bachelor of Arts in Economics and received his Masters of Business Administration from The Fuqua School of Business at Duke University. He currently resides in Alexandria, VA.
