Who Should Attend?
The main target of this training course is first time NMRP User Group meeting attendees
or anyone who may work within the bounds of ANSI/ ANS-3.4 - 1983, "Medical
Certification and Monitoring of Personnel Requiring Operator Licenses for
Nuclear Power Plants," but is not as familiar with requirements of the
standard as they would like to be. You must be a member of the NMRP User
Group to attend.
Course Abstract
This 4-hour course is designed to provide the site medical, licensing, or
operator training organization the knowledge required to effectively implement
ANSI/ANS 3.4 – 1983.
10 CFR Part 55, requires certification that a physician has examined licensed
reactor operators and senior operators in accordance with NRC's regulatory
guidance. The physician should determine that the examinee's medical
condition and general health will not adversely affect the performance of
assigned operator job duties or cause operational errors endangering public
health and safety.
The intent of these requirements is to have the facility licensee certify the
health of its operators. The NRC has endorsed American Nuclear Society,
ANSI/ANS-3.4, "Medical Certification and Monitoring of Personnel Requiring
Operator Licenses for Nuclear Power Plants," which prescribes minimum
requirements necessary to determine that the medical condition and general
health of nuclear reactor operators will not cause operational errors.
Currently, 94 of the 104 of the operating units continue to use the 1983
version of this standard. The criteria presented in this standard
provides an examining physician a basis for determining whether a potentially
disqualifying abnormal health condition exists. Although it is the
physician's responsibility to identify and evaluate any potentially
disqualifying medical conditions, the site medical staff provides valuable support
to the examining physician.
Continuing Nursing Education
This activity has been submitted to AAOHN for approval to award 3.75 contact
hours. AAOHN is accredited as an approver of continuing nursing education by
the American Nurses Credentialing Center’s Commission on Accreditation.

Instructors
Jairo Pinzon,
Licensing/Compliance Engineer, Scientech
Mr. Pinzon has over 27
years of nuclear power plant experience including •experience in nuclear
construction, Licensing and Emergency Preparedness. Jairo has developed
and delivered licensing professional development training programs to support
the US fleet of nuclear reactors. He is responsible for monitoring
regulatory concerns for approximately seventy domestic and overseas clients,
responding to LIS client requests for specific information such as regulatory
interpretations, reportability guidance, and previous utility experience. Mr. Pinzon has a Bachelor of Science Degree in
Nuclear Engineering from University of Florida and has received a Senior
Reactor Operator Certification at the South Texas Project.
Dawn Schmeichel, RN,
Occupational Health Nurse, Three Mile Island Nuclear Plant
Ms. Schmeichel has over 15 years of practicing occupational health in the
nuclear industry and is member of AAOHN.
She administers services to employees and contractors in company
locations for clinical delivery, regulatory medical examinations and testing,
disability management/absence control at the site, immunizations, fit for work
evaluations, pre-employment examinations, health counseling and teaching,
disease prevention and wellness programs.
She is the Occupational Health Nurse for Three Mile Island Nuclear
Plant, and has a high level of expertise related to the ANS 3.4 – 1983 medical
standard and licensed operators.
