Queensland Urban Drainage Manual Version 3/2013

A provisional 2013 edition of the QUDM  was released for review on the web in April of 2013 for industry feeback and review so that the final review can be published late in 2013.

In March 2012 the Queensland Floods Commission of Inquiry presented its final report to the Premier of Queensland. Recommendation 10.8, suggested the Queensland Urban Drainage Manual (QUDM) be reviewed ‘to determine whether it requires updating or improvement, in particular, to reflect the current law and to take into account insights gained from the 2010/2011 floods’.

This recommendation not only implied QUDM should be updated to reflect the outcomes of the Inquiry, but also any other relevant insights gained from other sources in regards to the 2010–11 floods. As a consequence, the development of this third edition of QUDM has not been limited to just those issues raised within the Inquiry; but has involved extensive literature reviews and consultation with local governments across Queensland.

The 2013 edition sees an increased focus on building communities and stormwater systems that are more resilient to severe storms—a key thrust of the Floods Inquiry recommendations. No longer should stormwater designers limit their considerations to the nominated ‘Major Storm’ event. Appropriate consideration must also be given to the impact of severe storms to ensure that the consequences are acceptable, and the community is able to quickly return their lives and businesses to a state of normality after such events.

The 2013 edition QUDM provides stormwater managers with an extensive guideline on current best practices for the planning and design of urban drainage systems that aid in improving the state’s resilience to flooding and drainage problems associated with severe storms. However, the expanding objectives of stormwater management have meant that this manual must continue to be used in partnership with other design manuals on topics such as floodplain management, total water cycle management, water sensitive urban design, and natural channel design.

Grant Witheridge is the principal of Catchments & Creeks Pty Ltd, and a leading authority in Hydraulics, Stormwater Management, Waterway Management, Erosion & Sediment Control, and associated Industry Training. Grant Witheridge

Grant has over 25 years experience in the investigation, modelling and design of hydraulic structures, including 7 years at the University of NSW Water Research Laboratory. Grant has both a Degree and Masters in Civil Engineering from the University of NSW, Sydney. In the early 90s Grant worked for Brisbane City Council and was involved in the design of stormwater systems, floodplain management and creek restoration. In the late 90s Grant worked for Griffith University in Brisbane as a part-time lecturer and consultant. Currently Grant works as an engineering consultant through his own company Catchments & Creeks Pty Ltd.

During 1992-96 Grant was involved in the production of the Institution of Engineers' (Qld Division) erosion and sediment control guidelines. Prior to finalising this document in 1996, Grant spent two months travelling around the USA studying the latest in ESC and stormwater practices. Just one year after the release of the 1996 guidelines Grant commenced a major revision the document, a revision that was to take 12 years to complete. The final 6-part document was released in stages between 2008 and 2010 through the Australasian Chapter of the International Erosion Control Association (IECA).

Since 1996 Grant has conducted over 300 training courses on erosion and sediment control, attended by more than 5000 people. In 2009 Grant was presented with the inaugural 'Neville Gibson Award' for services to the stormwater industry by the Queensland Branch of the Stormwater Industry Association. In 2010 Grant was honoured with the 'Sustained Contributor Award' for 2009 by the International Erosion Control Association.
